PISCATAQUA RIVERWALK DESIGN PROJECT Introduction The City of Portsmouth was awarded a Coastal Zone Management grant in late 1994 for the purpose of studying the feasibility of constructing a proposed pedestrian walkway and preparing engineering, design, and permitting documents. Tle City selected Appledore Engineering to conduct this work in conjunction with the City's Planning, Legal, and Engineering Departments. Ile Piscataqua Riverwalk, as designed, parallels Bow Street along the water and connects the existing waterfront promenade at Harbour Place to the small City-owned pocket park on Ceres Street at the Poco Diablo Restaurant deck. The proposed pedestrian way, which is designed to meet the standards of the Americans with Disabilities Act and the Governor's Commission on Disability, varies in width from 12 feet to 20 feet, with docking space to accommodate a tall ship or cruise ship. The concept of constructing a walkway in the historic Bow Street area has been discussed by residents and in local planning documents for more than two decades. The goals of the Piscataqua Riverwalk project are to increase public access to the waterfront and to further stimulate downtown and local economic development. This project will provide pedestrian access to a very historically significant area which is rich in natural and scenic resources and is particularly unique in that it is the State's only working waterfront. The Piscataqua Riverwalk Design Project included th e collection of detailed technical data through such means as dive inspections, hydrographic surveys, and pile drive tests. In addition, the City held one-on-one meetings as well as group work sessions to identify the issues and concerns of Bow Street property and business owners and other interested parties. A general public meeting, a Planning Board work session, and a City Council work session were conducted in early 1995. In general, the Riverwalk project was well received by property and business owners as well as local authorities and the general public (see attached news articles). The Portsmouth City Council, Portsmouth Planning Board, and the Board of the Greater Portsmouth Chamber of Commerce have all endorsed the project. Work Products and Tasks Five (5) sets of the following work products are attached: � Design Criteria Study Memorandum; � Estimated Construction Costs Memorandum; � Current Study Memorandum; � Limited Envirom-nental Assessment Study Memorandum; and � Property Ownership, Piscataqua Riverwalk Study Area. In addition, the following engineering and design plans are attached: � Existing Conditions Plan; � General Plan; � Demolition Plan; � Grading/Drainage Plan; � Utilities Plan; � Layout/Paving Plan; � Planting Plan/Details; � Pile Plan; � Cross Sections; � Wharf Plan; � Berthing/Mooring Plan; and 41 Structural Detail. Previously submitted work products include: 0 Piscataqua Riverwalk Feasibility Study In addition, the following tasks have been carried out: � Following the development and advertisement of a request for proposals, the City contracted with Appledore Engineering, Inc. to carry out the Piscataqua Riverwalk Design Project. � Numerous public and one-on-one meetings were held with interested residents, local officials, and study area property/business owners in order to present the project and obtain input. � Favorable discussions were held by the City Attorney with Bow Street property owners and their attorneys regarding easements in relevant sections of the study area, with final easement language to be drafted following issuance of a state wetlands permit. � Meetings were held with NH Wetlands Board staff and local officials regarding permitting issues. It is anticipated that a wetlands permit application will be submitted to the NH Wetlands Board in October. With regard to local permitting, discussions have been held with the City Attorney, the Inspections Department, the Planning Board, and the staff of the I-Estoric District Commission. Permits will be submitted to the appropriate local agencies following the issuance of a state wetlands permit. Final Quarter Pro*t Work (July 1, 1"5 to September 30, 1"5) Final quarter project work on the City's Piscataqua Riverwalk Project is as follows: 1. Conducted negotiations with owners of Poco Diablo Restaurant, Ferry Landing Restaurant, and Portsmouth Navigation regarding the relocation of the Poco Diablo/Ferry Landing dumpster which is currently located on the City-owned Ceres Street lot. 2. Met with representatives of Waste Management, Inc. to discuss dumpster relocation. 3. Conducted work sessions with City staff and Appledore Engineering. 4.. Met with staff of the NH Wetlands Board. 5. Met one-on-one with various study area property/business owners to review and discuss design issues. 6. Conducted meetings and phone conversations with consultants, City Engineer, and City Attorney relative to project issues. 7. Reviewed and commented on various draft design plans. 8. Prepared a draft of a final newsletter. 9. Prepared an application for federal construction, funding. 10. Consultants completed subsurface investigation; underwater utility crossing assessment; design criteria study; river current study; limited environmental assessment; type, size and location study; existing conditions and design plans; and construction cost estimates. Use of N.H. Coastal Program Funds The N.H. Coastal Program's grant of $45,000 was used to pay for the professional engineering and design services necessary to complete the attached design plans, assessments, construction cost estimates, and the previously submitted feasibility study. The purpose of the study was to establish design criteria for design of the Piscataqua Riverwalk. The proposed facility will serve many functions including: Public access to the historic downtown waterfront. Create an overwater riverwalk park connecting an existing fragmented waterfront. 0 Provide a downtown berthing facility for cruise ships, tall ships and other passenger vessels. The City presently has limited access to this portion of waterfront and several existing waterfront restaurants will have to be accommodated on the proposed wharf structure in order to provide a public access avenue. A meeting was held August 3, 1995 between Appledore Engineering, Inc. (AEI) and representatives of many City of Portsmouth Departments in order to obtain input regarding code issues, construction material preferences, truck loading, lighting, policing, fire protection, maintenance, snow removal and trash collection. The design criteria established for this facility are as follows: A. ENVIRONMENTAL STRUCTURE LOADINGS I . Wind: The design wind load for the proposed wharf structure was established from the 1995 BOCA National Building Code (BOCA Code) for public structures (wharf/riverwalk), based on a basic wind speed of eighty four (84) miles per hour (mph), results in wind pressure of 35.75 pounds per square foot (PSF). Wind loading on the Old Ferry Landing restaurant building will be transmitted into the proposed wharf structure. Based on the BOCA Code the wind pressure will be a positive pressure of 23.4 psf of the windward side of the building and a negative pressure of - 16.4 p sf on the leeward side. 2. Waves: The proposed wharf structure will be exposed to wind generated waves and vessel waves. Based on the BOCA Code the design fastest mile wind speed of eighty four (84) mph. Blowing from the north-northwest for a minimum duration of ten (10) minutes this wind will generate wind waves with a significant wave height of 3.1 feet and significant period of 2.4 seconds. Vessel generated waves will be formed in the adjacent deepwater ship channel. The most severe vessel generated wave will be formed by tug boats in transit. Based on the tugs passing 200 feet away from the wharf at hull speed, it is expected the vessel waves will have a wave height of approximately 1.5 feet, lasting for a short duration. The wind generated waves will govern over vessel generates waves for the design of this facility. ALrf Appledore Engineering. (nc. Currents: The establishment of design current speeds and directions have been presented under a separate memorandum titled Current Study and dated September 29, 1995. 5. Seismic: The wharf/riverwalk structure will be designed in accordance with the BOCA Code section 1612.0 for Use Group A-5 outdoor assembly structures for greater than 300 people. This Use Group places the structure under the Seismic Hazard Exposure Group II, The Effective Peak Velocity - Related Acceleration will be 0. 13. The Effective Peak Acceleration will be 0. 13. Ice: Review of historical data indicates that this portion of the Piscataqua River does not freeze over. Ice flows may drift down from Great Bay, however these flows are expected to be relatively small if they reach this portion of the river. it is expected that vessel berthing loads will exceed ice flow impact loads. 7. Tug Propeller Wash: While not observed by AEI, it has been reported by building owners surrounding the site that the adjacent Portsmouth Navigation Tugs do periodically create significant propeller wash directed toward the Old Ferry Landing Wharf while berthed at their dock. This wash has not been measured by AEI, but it could potentially impart a significant "cuffenf' load (perhaps several knots) on the structure and scour bottom sediments. The test pile driving subsurface investigation performed by AEI did find the least sediment overburden depth in the vicinity of this reported propeller wash, suggesting that scour susceptible sediment may have already been removed. B. DESIGN VESSEL LOADINGS 1 . Berthing Loads: Berthing loads for this facility will be based on a 350 foot long cruise ship design vessel. An additional design vessel is the tall ship the US Coast Guard "Eagle", howeVer this smaller design vessel will not govern berthing loads. The vessel berthing criteria are presented in Figure 1. 2. Wind Mooring Loads: Ship terminals on the Piscataqua River are not typically designed to handle mooring loads associated with extreme wind conditions, such as hurricanes (ships typically put to sea to weather severe storms). It is recommended that this facility be designed to moor the design vessel in fifty (50) knot winds of sufficient duration to fully load all mooring lines (exceed vessel response period) AIEI Appledore Engineering, Inc. Current Mooring Loads: Tidal current induced vessel mooring loads should be analyzed for extreme current speed and direction. These current conditions do vary along the riverwalk and are summarized in a separate Current Study memorandum, dated September 29, 1995. C. STRUCTURE LIVE LOADS I . Pedestrian Live Loads: In accordance with the BOCA Code this wharf/riverwalk structure should be designed for a 100 PSF live load. 2. Vehicle Live Load: Meeting with the various City Department representatives indicated that the wharf/riverwalk structure only needs to be designed for a pick-up truck, specifically the Fire Department Forestry Truck which is a Ford F350. 3. Guardrail Loads: Railings for the wharf/riverwalk shall be designed in accordance with the BOCA Code. D. CITY REQUIREMENTS I Fire Protection: The City requested that a dry standpipe system be installed along the riverwalk structure to enhance fire fighting capabilities for the riverwalk and adjacent buildings. 2. Lighting: The Police Department has requested substantial lighting to ensure a safe night time environment. ALrf Appledore EngIneering, Inc. Gates: The City has requested gates to allow the riverwalk, beyond the restaurants, to be closed at night. 4. Trash Pick-Up: The City indicated that trash pick-up along the riverwalk will be performed with a small pick-up truck. 5. Snow Removal: The Public Works Department indicated that snow removal will be performed with a relatively small snow blower (not truck mounted). 6. Rei Piscataqua Riverwalk Project Current Study Portsmouth, New Hampshire AEI/784 A current study was performed to establish current loading design criteria for the reconstruction of the Bow Street Wharf and Piscataqua Riverwalk project. These current data are needed to allow computation of tidal current loads on berthed vessels and to establish the current drag load on the proposed wharf and Riverwalk structure (see Figure I & 2). This study involved compilation of existing tidal current data and limited field measurement and observation of riverwalk area specific tidal currents. The existing current data for this section of the Piscataqua River included NOAA tidal current prediction tables' and a hydrodynamic 2 modeling current study performed by the US Army Corps of Engineers in 1984 . The field measurement portion of this study was performed by observing and measuring the velocity of surface currents with low freeboard drifter floats. Both the existing data and field observations indicated that the flood tide currents do not directly impact the proposed vessel berthing area and the flood currents generally have lower speeds than the ebb tide currents. The ebb tide currents form the controlling current design criteria for this project. The ebb tide currents at this site reach peak speeds approximately two (2) hours before low tide. The current profiling by the US Army Corps of Engineers, across the river between the site and Badgers Island indicated that the highest ebb current speeds occur in the deep water Federal Channel. The tidal currents toward the riverbank (project site) are influenced by the bathymetry. The bottom currents near the riverbank have greatly reduced speed and the direction of the bottom currents appear to follow the bathymetric contours. On the ebb current the proposed berth area is subject to significant upwelling of current flow, often referred to as "boils" (see Figure 3). This upwelling results in small scale localized current flow varying wildly in speed and direction over short time periods. The net current flow in this region of upwelling is minimal. To the west of the upwelling area there is a clockwise counter eddy which forms adjacent to Harpoon Willeys and the Stockpot restaurants. The current speed in this eddy does vary within the time frame of minutes. The peak eddy current speeds measured are shown in Figure 3. The tide ranges and resulting tidal currents in the Piscataqua River do vary daily based primarily on the astronomical positions of the sun and moon. Since peak ebb currents at and around this site were measured on different days, the tide ranges driving theses currents were different. The current speeds presented in Figure 3 have been normalized to a consistent tide range, in this case a twelve (12) foot tide range, representing the maximum annual (design) tide range based on NOAA predicted tide ranges and tidal currents (see Figure 4). It is expected that a twelve (12) foot tide range and resulting tidal currents (see Figure 3) will represent the design conditions for this project. Storm surges can result in higher (and lower) 34 extreme water levels, however the tide range is not usually significantly affected (see Figure 5) If you have any questions or require additional information, please contact me. U5 Appledore Engineering, Inc. Re: Piscataqua Riverwalk Project Limited Environmental Assessment Study Portsmouth, New Hampshire AEI/794 An underwater assessment was completed on September 26, 1995. There were sixteen (16) different transect areas evenly spaced and located approximately below the proposed Bow Street wharf reconstruction alignment. Each of these transect areas were inspected, then the diver did an over all assessment between each transect.area. Results of this diver survey have been tabulated in the attached Table 1. Substrate The general substrate makeup is gravel, rip-rap (rocks <3') and exposed ledge. Among the rip- rap there was gravel sediments, broken mussel shells and little silt. Flora The most plentiful flora in this area would be the kelps (Laminaria saccharina, L. longicruris, and L. digitata). In with the kelps were less abundant other types of algae such as Codium fragile (dead mans fingers), Ulva lactuca (sea lettuce), Ascophyllum nodosum (knotted wrack), Fucus sp. (rock weeds), Desmarestia viridis (sour weed), Palmaria palmata (dulse), and Chondrus crispus (irish moss). An over all estimate of the flora coverage would range ffom 60% to 80% providing an over grown field of cover for resident marine animals. No eel grass (Zostera marina) was observed during the dive survey. The most numerous vertebrates observed would be the cunner (Tautogolabrus adspersus) which seemed to inhabit most all the transects in study. Other finned fish observed were the rock gunnel and the striped bass but they were far less numerous. The invertebrates that inhabit the area in study would include blue mussel (Mytilus edulis), northern lobster (Homarus amerianus), both the green and rock crab (Cancer maenas, irroratus), hermit crabs (Pagurus acadianus), unidentified sea anemones, bread crumb sponges (Halichondria panicea), northern- sea star (Asterias volgaris), common periwinkle (Littorina littorea), Atlantic dogwelk (Nucella lapillus) and free floating Ctenophores. Quite a few of the kelps were colonized by Byroans (Membranipora sp.). Miscellaneous An overview of the general project site would include the bottom's topography. This area in study has quite a drop off from the 10' - 3 0' range with an assortment of debris from steel building rubble to porcelain electrical insulators. This area also. harbors a strong eddying current with a good exchange of water from the semi-diuirnal tides affecting the Piscataqua River. Paul Langdon (no middle initial available), 44, formerly of 89 Elm St., Epping, was scheduled to appear in Rockingham County Superior Court for a hearing on motions before the trial begins Monday. According to Rockingham County Jail Superintendent Gene Charron, Lnagdon was in a single cell on the D block when a corrections officer doing a routine check found him bleeding from the left forearm shortly after 2 a.m. He was immediately transported by Epping ambulance to Exeter Hospital. "Mr. Langdon was not under any watch or special precautions," Charron said. "He's very quiet and we've had no problems." Langdon was indicted last June on one count of first-degree murder in connection with the death of his wife, Antoinette "Toni" Langdon. An indictment is not an indication of guilt; rather, it means a grand jury found sufficient evidence to warrant a trial. Because Langdon was not under special watch, Charron said prisoners on the block are permitted to have razors for shaving. The area where Langdon is housed has single cells, he said. He confirmed this morning that Langdon used a disposable razor to cut his forearm. Last month, the project was estimated to cost about $500,0000, but more definite cost estimates should be available soon.
