         At present, there is not public street
         or city owned right-of-way east of the
         freeway between Pacific Avenue and
         36th Street. Eclipse Mill Road is
         unpaved and not on city property. To
         correct this disadvantageous situa-
         tion, it is recommended that the citv
         purchase sufficient ROW between
         Pacific Avenue and 36th Street, and
         build a public street- (suggested name;
         "Riverside Drive") with adjacent                EI
         pedestrian/ bicycle path in this
         section. The bikeway should be sepa-
         rated from the roadway to provide a
         safer, more pleasant experience and
         allow dramatic street plantings along
         the street. This section of roadway
         involves the greatest capital cxpcndi-
         ture, but it will provide for both M
