Coastal Zone 0 3 25 Information Center 00385 (STAFF REPORT) co "M A PRELIMINARY ANALYSIS OF THE DEMOGRAPHY OF THE COASTAL ZONE Prepared by Darlene Berman New England River Basins Commission TECHNICAL SERVICES New England River Basins Commission TECHNICAL SERVICES draft June 1973 HB 3505 .A3 B47 1973 This paper presents a preliminary analysis. of the population of the states, counties and congressional districts within, selected regions of the U. S. coastal zone. The main body of the report is comprised of summary tables which* contain population figures based on the 1970 census I, congres- sional representation, and comparative population and representation percentages for the U.S. , INAR, NERBC, and New England. An appendix is included which provides more detailed information for each state. This analysis is based on the coastal state definition given in section 304c of the Coastal Zone Management Act of 1972 (PL,,92-583): a state of the United States in, or bordering on, the Atlantic, Pacific, or Arctic Ocean, the Gulf of Mexico, Long Island Sound, or one or more of the Great Lakes. Similarly, counties and congressional districts that front on these waters were considered "coastal counties" and "coastal congressional districts" for purposes of this report. In large metropolitan areas (e. g. , New York City, Los Angeles, Chicago) where the economy is greatly affected by coastal activities, all congressional districts were considered. United States Coastal Zone (see Table 1) An examination of Table I shows that of the 50 states, the 30 having coastal frontage as defined c.ontain about, 168 million persons or 82. 31o of the total U.S. population of approximately 204 million . These 30.coastal states provide a U.S. congressional delegation of 60 senators and 359 -representatives, 82. 5% of the House of Representatives. Almost half (44. 4%) of the coastal states I -population are in coastal counties; these 74. 5 million persons also constitute 36. 5% of the total U.S. population. Similarly over half (51.7%) of the coastal states' population are within 186 House districts, these coastal representatives comprise 42. 8% of the House. There are 23 states bordering on the oceans (i. e.' excluding the Great Lake coastal states). These states are inhabited by 112 million persons comprising 54. 9% of the total U. Dec4, 1971. sional delegation of 46 U.S. senators and 240 representatives. Similarly there are 55 million persons living in counties with continental shelves comprising 27% of the total U.S. population, 49. 2% of the 11shelf 11 state population and 32. Ko of the coastal state population. New England Coastal Zone (see Table 2) Table 2 indicates that the 12 million New Englanders comprise 5. 8% of the Nation's population and 96. Z% of them come from coastal states (Vermont is the only inland state of the six). Over 6 million New Englanders (53. 276) live in coastal counties and over 7 million (60. 47o) live in coastal congressional districts. Of New England's 25 congressmen, 24 come from coastal states and 15 from coastal congressional districts. NERBC States Coastal Zone (see Table 3) The various breakdowns for the NERBC States -(New England plus the entire State of New York),are summarized in Table 3. Of the 30 million- persons (14. 7% of the Nation) who live in the region, 29 million (98. 5%) come from coastal states. 20 million (67. 376) are' inhabitants of coastal counties (over 17. 5 million excluding the Great Lake coastal counties) and about 22 million (73. 5%) live in coastal congressional districts (over 18 million excluding the Great Lake districts). Of the 64 congressmen from NERBC states, 47 represent coastal districts (39 excluding the Great Lakes). The large increase from the New England figure reflects the New York metropolitan area population center. NAR States Coastal Zone (see Table 4) Table 4 summarizes the results for the NAR region which consists of all or parts of the States of: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, and West Virginia. Although some.of the states are not totally within the NAR region, for this analysis the NAR region includes all the above states in their entirety. Over 60 million persons (29. 4% of the Nation) inhabit these states and about 57 million of them (96.3%) live in coastal states, Vermont and West Virginia being. inland. When the Great Lakes are excluded the figure drops to almost 46 million due to the exclusion of Pennsylvania which has only a small percentage of its area and population near Lake Erie. Almost 27 million (44. 6%) of NAR's inhabitants come from coastal counties (about 24 mil- lion excluding the Great Lakes) and approximately 30 million (49. 8%) of NAR's population lives in coastal congressional districts (over 25. 5 million excluding the Great Lakes). 126 congressmen represent the states in the NAR region; of these 121 are from coastal states (96 excluding Pennsylvania). 63 of the congressmen actually are elected by coastal districts (54 excluding the Gre at Lake districts of Pennsyl- vania and New York).
