Commodore Barry Bridge Delaware River Access/Phase II-B , Final Report to Department of Environmental Resources Division of Coastal Zone Management Contract # CZI: C7C August 1989 Prepared by Division of City Planning City of Chester, PA 1. Project Location This boating and fishing facility is located in the County of Delaware, City of Chester abutting the Commodore Barry Bridge (US 322) and fronting on the Delaware River. The site is four acres in size and is bounded by Delaware Avenue on the north; the Barry Bridge on the east; the Delaware River on the south and the bed of Reaney Street on the west. The site is essentially level although sloping slightly toward the river. It is protected by an 8-' high fence on the north and east sides and is bounded on the west by a small stream with dense vegetation including numerous trees. The surrounding neighborhood as well as the area of the City east and west is a mix of heavy and light industry, commercial and residential uses. The area in general is often described as an industrial waterfront corridor. This site is under a 25 year lease by the City from the Delaware Rivet Port Authority which is a bi-state organization (Pennsyl- vania and New Jersey). 2. Background of the Project This site has been identified as a Geographic Area of Particular Concern within the Delaware Estuary Coastal Zone as included in the state's adopted Coastal Zone Management Program in 1981 and the plans and specifications were completed that year.by the PA Fish Commission. Due to construction funding limitations this project has been broken down in construction phases@. Phase I was funded in 1982 by the PA Department of Community Affairs through the Coastal Energy Impact Program and the Land and Water Conservation Fund in the total amount of $262,000. Construction included: 1) the paving of an access road (Delaware Avenue), 2) a 400' driveway from Delaware Avenue to the river, 3) a 76 space parking lot for cars and boat trailers, 4) three 40' tall light standards, 5) entrance fencing and gate, 6) storm water drainage, 7) a pair of 100' long pre-cast concrete boat ramps separated by a 65' long permanent pier from which a combination pedestrian ramp and floating dock extends, 8) shoreline rip-rap, 9) concrete benches and 10) wooden fence posts. Construction was begun in 1983 and completed in 1984. Phase II-A construction began in March in 1987 and was completed in June 1987 at a cost of $160,000. Project funding was provided by DER ($50,000), DCA ($50,000), and the City ($60,000). Construction consisted of: 1) fishing platform area created by the installation of new sheet pile in an area which was partially bulkheaded which was then backfilled and asphalt paved, 2) five concrete benches near the river's edge within the fishing platform area, 3) J SO C4 efi C_@ a pipe railing around the fishing platform area, 4) the asphalt paving of the existing Phase I parking lot (previously crushed stone), 5) line painting of the 76 space parking lot, 6) planting of 15 trees and 7) installation of permanent sign. 3. Scope of Work Under Present Contract Phase II-B construction began in September 1988 and was completed in June 1989 at a cost of $253,000, Project funding was provided by DER ($82,000), DCA ($136,000), and the City ($35,000). Construction consisted of: 1) removal of existing rip-rap to permit construction of 2) permanent pier which is a combination of a sheet pile pier with a conc.rete cap and an open pile pier with an aluminum deck; 3) installation of a 32 foot long aluminum floating dock, gangway, and two guide pilings; 4) installation of boat ramps on each side of the permanent pier consisting of pre-cast concrete planks extending 100 feet from the top of the ramp; 5) asphalt paving of car and boat trailer turnaround area at top of ramps; and 6) installation of storm sewer and related asphalt paving within driveway area. 4. Please be advised that favorable consideration has been given to this request and Permit No. E 23-51 is hereby reissued, amended and the time limit is extended to December 31, 1990. All conditions specified in the original permit remain in effect and are to be complied with as part of this time extension, including the following: 1. The Pennsylvania Fish Commission's Southeast Regional Office, Box 8, Elm, PA 17521, Telephone 717-626-0228, shall be contacted and advised as to when the work will be done. 2. Proper erosion and sedimentation control measures as approved by the Delaware County Conservation District at Fair Acres Center, Building 5, Middletown Road, Lima, PA 19037, Telephone 215-891-5962 shall be instituted during and after construction. 3. Act 14 of the Pennsylvania Legislature requires that written notice be given to the municipality(ies) and county(ies) in which the activi- ties are proposed at least 30 days prior to starting construction. The written notice should be sent to each municipality and county by certified mail, return receipt requested. A copy of this notice along with the returned receipt should be kept on file along with this letter, Mr. Stephen A.
