this publication is to acquaint persons in the state who are interested in recreation development with the various sources of information and assistance available to them. The directory categorizes organizations under one of four major sections: 1. governmental agencies offering major recreation assistance services; 2. nongovernmental agencies offering major recreation assistance services; 3. governmental agencies offering minor recreation assistance services; and 4. nongovernmental agencies offering minor recreation assistance services. Commercial, profit-making firms are excluded from this publication. Three appendices serve as quick references to organizations mentioned in.the text. Sources of additional information are included at the end of each organi- zation's entry. Information included in the directory on each organization was obtained from available literature and directly from th e organizations themselves. Because recreation assistance activities play a minor or secondary role in the overall work program of several of the organizations, only those activities related to recreation are given. Although every effort was made to include all organizations offering a service or assistance, some may have been inadvertently omitted. MAJOR RECREATION FUNCTIONS: 1. Controls and manages 20 state parks and 4 historic sites. The following new state park areas are in the planning and development stages: a. Natchez Park, Natchez; b. Vicksburg Development, Vicksburg; c. Lefleurs Bluff, Jackson; and d. Shepard Park, Gautier. 2. Coordinates the preparation of the Mississippi Statewide Comprehensive Outdoor Recreation Plan (SCORP) through its Bureau of Outdoor Recreation Division. 3. Administers federal grant programs for recreation development as specified in the SCORP. 4. Identifies endangered species that represent Mississippi's natural heri- tage and determines if they are being adequately safeguarded. 5. Acquires, plans, and develops recreation facilities and lands. 6. Prepares the methodology for conducting a four-season tourism and recreation survey in Mississippi. 7. Assists in the preparation of the Natchez Trace trails study, which studies the Natchez Trace Parkway and analyzes the possibility of designating portions as national scenic trails. 8. Accepts financial aid from the United States government for the develop- ment of International Gardens in Copiah County and is authorized to appoint a park director. MAJOR RECREATION FUNCTIONS: 1. Administers programs relating to conservation, navigation, recreation, water quality control, utilization,,agricultural development, and indus- trial and economic development within the district. 2. Cooperates with other state and federal agencies in accordance with its responsibilities to coordinate development and protection of the water resources of the Pascagoula River Basin. Major objectives in water management are included in the Pascagoula River Comprehensive Basin Study, 1969. They are: a. recreation; b. water supply in great quantity for industrial and urban expansion, flood and erosion control, and drainage and irrigation for agricul- tural improvement; c. navigation improvement for mineral, agricultural, and industrial development; d. fish, vegetation, and wildlife conservation; and e. water quality through pollution control. 3. Develops water parks within the Pascagoula River Basin. The District has five water parks offering camping, fishing, swimming, skiing, hiking, and picnicking for outdoor enthusiasts. These five water parks are: a. Archusa Creek Water Park, Quitman; b. Flint Creek Water Park, Wiggins; c. Little Black Creek Water Park, Lumberton; d. Maynor Creek Water Park, Waynesboro; and e. Okatibbee Water Park, Collinsville. Newton, Lauderdale, Smith, Jasper, Clarke, Covington, Jones, Wayne, Lamar, Forrest, Perry, Greene, Stone, George, and Jackson counties. 4. Works with the United States Corps of Engineers toward the development of the Tallahala Creek Reservoir project in Jasper and Jones counties to provide flood control, water supply, and recreation. 5. Assists the United States Soil Conservation Service and local water management districts in the development of various watersheds with the district. One multipurpose dam has been constructed in the Dry Creek Watershed, and one multipurpose dam is under construction in the Big Creek Water- shed. Future plans call for 64 additional dams, some of which will provide recreational facilities. MAJOR RECREATION FUNCTIONS: 1. Plans (in conjunction with other state, federal, and local agencies in Mississippi or Louisiana) feasibility studies and cost-benefit estimates of public works to improve the preservation, conservation, development, storage, and regulation of soil and waters in the district for domestic, commercial, municipal, industrial, agricultural, manufacturing, recrea- tional, flood control, timber development, irrigation, navigation, and pollution abatement uses. 2. Constructs dams, water plants, and related facilities, and uses and dis- tributes the impounded water. 3. Establishes and provides for public parks and recreation facilities and for the preservation of fish and wildlife. The district is engaged in the Pearl River Boatway Program, a program of recreational development along the Pearl River calling for a pleasure boatway stretching the entire length of the Pearl River from Nanih Waiya in Winston County to NASA on the Gulf Coast and beyond. A series of parks will be constructed adjacent to and near the Pearl River and its tributaries. Water parks developed by the district are: a. Wanilla, Lawrence County; b. Walker Bridge, Walthall County; c. Walkiah Bluff, Pearl River County; d. Columbus, Marion County; e. Burnside Lake, Neshoba County; f. Riverside Park, Hinds County; g. Atwood, Lawrence County; 1/ Hinds, Rankin, Copiah, Simpson, Lincoln, Lawrence, Pike, Walthall, and Marion counties. 14 h. Bogue Chitto, Pike County; and i. Georgetown, Copiah County. First phase planning is underway on the multipurpose Edinburg Reservoir to be located in Neshoba County. When completed, the reservoir will pro- vide flood control, recreation, water supply, water quality control, and fish and wildlife enhancement benefits. 4. Serves as coordinator on local projects that require state and federal assistance. Encourages the development of recreation resources as part of its responsibility to promote optimum development in the Tennessee Valley. 2. Offers land to other governmental agencies, private individuals, and organizations to construct and operate mutually agreeable public and commercial recreation facilities. MAJOR RECREATION FUNCTIONS: 1. Is responsible for the local nonfederal costs in the implementation.of the Tennessee-Tombigbee Waterway. 2. Makes arrangements with the United States Army Corps of Engineers for implementation of the recreation development. 3. Provides member counties with matching funds for flood prevention and recreation projects (in cooperation with the Soil Conservation Water- shed Districts). 4.
