Open, inviting areas may, in fact, be private property, and several of Guam's best beach areas are under military control, to which the civilian sector is denied access. Because of this, areas that are better known may be over-used, while other, good shoreline areas may be under-used. PUBLIC SHORELINE ACCESS has been published to provide information on public beaches and properties with access to the shoreline. This information includes the location of identified properties, the type of facilities that are available, and recreational opportunities. The first section of the inventory begins with existing shoreline parks which are widely distributed around Guam. Shoreline parks available to the general public include: Territorial Parks, War In The Pacific National Historical Park (National Park Service), village parks (owned by the Government of Guam), military parks (leased to the Government of Guam), and U.S.O. Beach Park. The last section consists of unimproved government properties which, because of geological or vegetation characteristics, allow for easy access to the shoreline. Other non-park properties include the sites of existing I government buildings, rights-of-way, or other government facilities (such as pump stations, utility easements, etc.). Many of these properties are not currently being used because the public is unaware of their availability. Properties in this section have been identified as offering reasonable access to and through the property to the shoreline. Reasonable access, for the purpose of this document, is defined as having physical characteristics which allow families to reach the shoreline. If cutting, repelling, or any other activity which would require special equipment or could present unsafe passage is required, the property is not included in this section. The properties identified in these two sections progress in a counterclockwise manner around the island. Beach material consists of medium to fine sand and coral rubble. The beach is bounded by a rocky outcrop and limestone boulders on the north side and the Tanguisson Power Plant and a water inlet channel on the south side. The park consists of a shoreline approximately 390 feet in length and a beach vith an average vidth of 25 feet. The beach is composed of veil sorted, mediuta to fine sand. There is a gentle slope on the shoreline. The backshore is presently being developed to accomodate public parking and other support facilities. The park consists of a shoreline approximately 600 feet long and a beach with an average width of 25 feet. Beach material is similar to that of Matapang Beach with medium to fine sand. The backshore is undeveloped with large shade trees and raised limestone boulders. The park is a fully developed park making it a very popular recreational area. The shoreline is 1,900 feet long, with a 40 to 70 feet wide sandy beach. ACCESS DESCRIPTION: Access is readily available from Pale Sin Vitores Road. The park consists of in average 20 foot wide strip of beach with a grassy backshore which varies in width from 4 feet to 50 feet. Beach material is composed of fine sand and coral. Located on the eastern end of the shoreline is a small alluvial delta formed by an existing drainage culvert abutting the eastern boundary of the park. The shoreline all along the east side of the park consists of boulders, rubble, and coral. Parallel to the east side is a discharge channel for the Agana River vhich stops at the seavard Lip of the park. The tip of the peninsula is similar to the east side, hovever, there are more boulders. In addition, the tip is protected by a large revetment of boulders vhich are topped vith a layer of grout and a concrete cap. The revetment is in poor condition due to erosion. The northern half of the shoreline on the vest side of the peninsula is stable and in good condition. Hovever, the southern half is severely eroded. ACCESS DESCRIPTION: There are three separate accesses to the park. Beach material consists of fine sand and basalt. The basalt originates from the nearby Asan River. The beach is approximately 20 feetwide and is composed of poorly sorted basalt, alluvium, silt, and sand. A grassy backshore area extends ff om the beach to Marine Drive. An existing shoreline protection system totally eliminates a sandy beach area during high tide and is only visible during low tide. A dredged swimming area is available in front of the western portion of the park. The backshore from the shoreline protection system has been developed into a public park.
