INTRODUCTrION
Section 8 of the National Ocean Pollution Planning Act of 1978 (Public Law 95-273,
supplemented by PL 99-272 to include specifically the Great Lakes and estuaries of
National importance) mandates that the results of Federally sponsored marine pollution
programs be disseminated to all interested persons. In an effort to fulfill NOAA's
responsibility under the Act, the Ocean Pollution Data and Information Network
(OPDIN) of NOAA's National Oceanographic Data Center has compiled descriptions and
characteristics of NOAA systems and services that archive pollution related data and
information for the marine or Great Lakes environment.
Initially, contact was made with all divisions, offices and branches in NOAA that
were determined to possibly have data or information concerning marine or Great Lakes
pollution. A worksheet was created to facilitate individual system/service description and
future database keyentry. Copies of the worksheet were sent to the various division,
office and branch chiefs (Sea Grant information was requested from the individual Sea
Grant offices via electronic mail on OMNET). All those that responded are included in
this publication. Other relevant systems and/or services may exist in NOAA however,
no response was received.
DATAEASE, a commercial DBMS package, was used to design a database residing
on an IBM-compatible microcomputer to store the information gathered from the
worksheet responses. The project worksheet responses were key-entered into the
database. The system/service descriptions and characteristics were exported to
WordPerfect 5.1 for Windows for generation of the final edited publication, all indices
and the table of contents. This database will be added to OPDIN's Automated Electronic
System for Ocean Pollution (AESOP). AESOP is an automated, object-oriented database
system which uses a graphical user interface (GUI) to facilitate access to OPDIN's major
databases. OPDIN staff use AESOP for search and retrieval of information in response
to customer requests.

scientific, technical, and legislative information services and document
delivery to NOAA scientists, administrators, and others working in related
disciplines in support of NOAA's scientific research and technological

The library maintains a collection of books, journals, technical reports,
microfiche, and compact discs to support research in the atmospheric sciences,
oceanography, geophysics, and related disciplines. There are over one million
volumes supplemented by microforms.

To acquire, process, archive and disseminate marine environmental data.
The NODC also provides database management to marine environmental
assessment studies and marine monitoring projects of national and
international scope
TYPES/QUANTITIES OF DATA/INFORMATION AVAILABLE:
The NODC stores physical, chemical, and biological oceanographic data.
NODC data holdings include: measurements of temperature, salinity,
dissolved oxygen, silicate, and other parameters versus depth; observations of
ocean surface currents and subsurface currents from moored current meters;
wave data; and satellite observations of global wind and waves. NODC also
has extensive holdings of data collected since the mid-1970s to assess the
environmental effects of ocean dumping, offshore resource development, and
other human activities in the coastal zone of the United States. In addition
to the basic kinds of physical-chemical data already mentioned, these data
include: measurements of metals, hydrocarbons, and other pollutants; and
measurement and observations of marine birds and mammals, fishes and
shellfish, phytoplankton, zooplankton and other organisms.

the NODC liaison officers locate in Anchorage, AK, La Jolla, CA, Seattle, WA,

DETERMINA'TION OF DATA/lNFORMATION RELEVANCE:
The NODC Services Branch and Regional Liaison Officers can aid users in
data and information searches. In addition, the NODC publishes catalogues,
data inventories, announcements and an annual report describing their data
holdings and activities.

The Ocean Pollution Data and Information Network (OPDIN) facilitates
access to ocean pollution data and information generated by the 11
participating Federal departments and agencies. OPDIN is managed by the
Central Coordination and Referral Office (CCRO) within NOAA's National
Oceanographic Data Center (NODC). OPDIN provides a wide variety of
products and services to scientists, managers, and others who need data and
information about marine pollution.

The CCRO maintains a number of personal computer-based data and
information bases including inventories and directories of Federal programs,
projects, scientists, managers, literature, systems and services. This

The World Data Center System was established in 1957 to collect data from
the numerous and widespread observational programs of the IGY and to
makle such data readily accessible to scientists and scholars. The WDC-A's
mission is to collect, catalogue, archive, and exchange data of international
interest.
TYPES/QUAN'I1TIES OF DATA/INFORMATION AVAILABLE:
WDC-A, Oceanography's data base contains data for over 2 million
observations, including 995,000 oceanographic stations, over 500,000
bathythermograph observations, 143,000 biological observations, and 666,000
current measurements. In addition, the publication archives contain over
35,000 marine publications and articles, and nearly 19,000 ROSCOP forms
describing international cruises are on file.

ABS'RACT:
In order to provide baseline data on environmental contaminants in marine
mammals and to provide tissues for retrospective analysis, the NMFS has
initiated the Tissue Bank. Tissues will be of high quality, meeting a rigorous
collection protocol. The program includes a QA Program that will include
preparation of Standard Reference Materials that can be used by laboratories
in conducting analyses of tissues obtained from other sources. The pilot
project was conducted on pilot whales and harbor porpoises in the North
Atlantic. The program will be expanded to include other species and regions

Animal specific information on all tissues in the NMMTB will be part of a
data base to be set up by the end of FY 1992. In addition to contaminant
information, the data base will contain significant life history and medical
information.
TYPES OF PRODUCTS/SERtVICES AVAILABLE:
In addition to the data base, the NMMTB will provide the following
products/services: 1. The tissue collection protocol developed for the NMMTB.
2. 6-8 g samples of tissues collected for the NMMTB to researchers who meet
the tissue access policy. 3. Standard Ref. Materials that can be used to assist
in analysis of non-NMMTB tissues (by end of FY 1992).

Because the program has not been operational, it is difficult to estimate. In
order to obtain tissues, a research proposal will have to be reviewed by a
scientific committee. When Standard Ref. Materials become available, the
response time should be considerably shorter.

ABSTRACT:
NOAA's NCPDI program is a series of database development and analytical
activities designed to assess the sources, magnitudes, and impact of pollution
discharges within the nation's coastal and estuarine areas. The NCPDI is
intended to be used as a tool for conducting screening level strategic
assessments. The assessments provide a view of resource use problems in
coastal areas at a scale that allows decision makers to better understand the
relative effects of pollution discharge.

The National Status and Trends Program was initiated in 1984. The two
questions the program is intended to answer are: What are the current
conditions of environmental quality in the nation's coastal zone, and are these
conditions improving. The NS&T Program makes field and laboratory
measurements of potentially harmful chemicals in fish, shellfish and
sediments. Under some circumstances, monitoring can be combined with
historical records to access the nature of changes.

Benthic Surveillance Project: Chemical pollutant data since 1984 from 79
sites nationwide (excluding Hawaii). Bottom fish and surficial sediments are
sampled for more than 70 contaminants. Mussel Watch Project: Chemical
pollutant data since 1986, from about 220 sites nationwide. Mussels and
oysters and surficial sediments are collected and analyzed for more than 70
contaminants.

Integrated, interdisciplinary research in support of management services for
coastal and estuarine environments, with emphasis on the Great Lakes.
Conduct field, analytical and laboratory investigations toward improved
understanding of environmental processes. With particular respect to marine
pollution, work toward improved understanding and prediction of the natural
marine ecosystem, physical phenomena and impact of anthropogenic stress on
the ecosystems.

This laboratory is composed of interactive groups with specialties in water
quality (coordinated ecosystems research, toxic chemicals, nutrient
overenrichment), water quantity (global warming as related to lake levels and

surges, ice), and exotic species intrusions (zebra mussel). Also measurements
and models of toxic organics, nutrients, wind waves, currents, sedimentation,
contaminants and ice physics. Quantity/composition of biota in the Great
Lakes, including non-indigenous species. There are nearly 50 projects, each
with a variety of types and quantities of measurements. In its sixteenth year
of operation, there are over 850 in-house reports available.
