The Committee on Rules, having had under consideration
House Resolution 354, by a nonrecord vote, report the same to
the House with the recommendation that the resolution be
adopted.
SUMMARY OF PROVISIONS OF THE RESOLUTION
The resolution provides for consideration of H.J. Res. 60,
Providing for congressional disapproval under chapter 8 of
title 5, United States Code, of the rule submitted by the
National Park Service relating to ``Glen Canyon National
Recreation Area: Motor Vehicles'' and H.J. Res. 78, Providing
for congressional disapproval under chapter 8 of title 5,
United States Code, of the rule submitted by the United States
Fish and Wildlife Service relating to ``Endangered and
Threatened Wildlife and Plants; Endangered Species Status for
the San Francisco Bay-Delta Distinct Population Segment of the
Longfin Smelt'', under closed rules. The resolution waives all
points of order against consideration of each joint resolution.
The resolution provides that each joint resolution shall be
considered as read. The resolution waives all points of order
against provisions in each joint resolution. The resolution
provides one hour of general debate on each joint resolution
equally divided and controlled by the chair and ranking
minority member of the Committee on Natural Resources or their
respective designees. The resolution provides for each joint
resolution one motion to recommit. The resolution further
provides for consideration of H.J. Res. 87, Providing
congressional disapproval under chapter 8 of title 5, United
States Code, of the rule submitted by the Environmental
Protection Agency relating to ``California State Motor Vehicle
and Engine Pollution Control Standards; Heavy-Duty Vehicle and
Engine Emission Warranty and Maintenance Provisions; Advanced
Clean Trucks; Zero Emission Airport Shuttle; Zero-Emission
Power Train Certification; Waiver of Preemption; Notice of
Decision'', H.J. Res. 88, Providing congressional disapproval
under chapter 8 of title 5, United States Code, of the rule
submitted by the Environmental Protection Agency relating to
``California State Motor Vehicle and Engine Pollution Control
Standards; Advanced Clean Cars II; Waiver of Preemption; Notice
of Decision'', and H.J. Res. 89, Providing congressional
disapproval under chapter 8 of title 5, United States Code, of
the rule submitted by the Environmental Protection Agency
relating to ``California State Motor Vehicle and Engine and
Nonroad Engine Pollution Control Standards; The `Omnibus' Low
NOX Regulation; Waiver of Preemption; Notice of Decision'',
under closed rules. The resolution waives all points of order
against consideration of each joint resolution. The resolution
provides that each joint resolution shall be considered as
read. The resolution waives all points of order against
provisions in each joint resolution. The resolution provides
one hour of general debate on each joint resolution equally
divided and controlled by the chair and ranking minority member
of the Committee on Energy and Commerce or their respective
designees. The resolution provides for each joint resolution
one motion to recommit. The resolution provides that each day
during the period from April 29, 2025, through September 30,
2025, shall not constitute a legislative day for purposes of
clause 7 of rule XIII (Resolutions of Inquiry).
EXPLANATION OF WAIVERS
The waiver of all points of order against consideration of
H.J. Res. 60 includes:
--Clause 12 of rule XXI, which prohibits consideration of a
bill or joint resolution pursuant to a special order of
business reported by the Committee on Rules that has not been
reported by a committee.
The waiver of all points of order against consideration of
H.J. Res. 78 includes:
--Clause 12 of rule XXI, which prohibits consideration of a
bill or joint resolution pursuant to a special order of
business reported by the Committee on Rules that has not been
reported by a committee.
Although the resolution waives all points of order against
provisions in H.J. Res. 60, the Committee is not aware of any
points of order. The waiver is prophylactic in nature.

points of order. The waiver is prophylactic in nature.

H.J. Res. 87 includes:

sections to the rule which would allow the House of
Representatives to vote to end President Trump's reckless
tariffs:
First, a new section stating that House Resolution 211 is
amended by striking section 4. This amendment shall take effect
as if included in the adoption of House Resolution 211.
Second, a new section stating that House Resolution 313 is
amended by striking section 2. This amendment shall take effect
as if included in the adoption of House Resolution 313.
