The Committee on Rules, having had under consideration
House Resolution 1300, by a record vote of 7 to 3, report the
same to the House with the recommendation that the resolution
be adopted.

SUMMARY OF PROVISIONS OF THE RESOLUTION

The resolution provides for consideration of H.R. 1041, the
Veterans 2nd Amendment Protection Act, under a closed rule. The
resolution waives all points of order against consideration of
the bill. The resolution provides that the amendment in the
nature of a substitute recommended by the Committee on
Veterans' Affairs now printed in the bill shall be considered
as adopted and the bill, as amended, shall be considered as
read. The resolution waives all points of order against
provisions in the bill, as amended. The resolution provides one
hour of general debate equally divided and controlled by the
chair and ranking minority member of the Committee on Veterans'
Affairs or their respective designees. The resolution provides
for one motion to recommit. The resolution further provides for
consideration of H.R. 6047, the Sharri Briley and Eric
Edmundson Veterans Benefits Expansion Act of 2026, under a
closed rule. The resolution waives all points of order against
consideration of the bill. The resolution provides that the
amendment in the nature of a substitute recommended by the
Committee on Veterans' Affairs now printed in the bill,
modified by the amendment printed in part A of the report,
shall be considered as adopted and the bill, as amended, shall
be considered as read. The resolution waives all points of
order against provisions in the bill, as amended. The
resolution provides one hour of general debate equally divided
and controlled by the chair and ranking minority member of the
Committee on Veterans' Affairs or their respective designees.

Committee on House Administration or their respective
designees. The resolution provides for one motion to recommit.
The resolution further provides that the requirement of clause
6(a) of rule XIII for a two-thirds vote to consider a report
from the Committee on Rules on the same day it is presented to
the House is waived with respect to any resolution reported
through the legislative day of May 24, 2026, relating to a
measure providing for reconciliation pursuant to title II of S.
Con. Res. 33.

EXPLANATION OF WAIVERS

Although the resolution waives all points of order against
consideration of H.R. 1041, the Committee is not aware of any
points of order. The waiver is prophylactic in nature.

H.R. 6047 includes:
--Clause 10 of rule XXI, which prohibits consideration of a
measure if it has the net effect of increasing mandatory
spending over the current, five-year, or ten-year period.
--Section 303 of the Congressional Budget Act, which
prohibits consideration of legislation providing new budget
authority, a change in revenues, or a change in the public debt
limit, for a fiscal year until the budget resolution for that
year has been agreed to.
--Section 3(c)(1)(B) of H. Res. 5, which prohibits
consideration of legislation that increases net direct spending
by greater than $2.5 billion in any of the four consecutive 10-
year periods beginning in 2034.
Although the resolution waives all points of order against
provisions in H.R. 6047, as amended, the Committee is not aware
of any points of order. The waiver is prophylactic in nature.
The waiver of all points of order against consideration of
H.R. 1329 includes:
--Clause 3(c)(6) of rule XIII, which prohibits
consideration of a reported bill unless the committee report
designates a hearing used to develop or consider a bill.
--Clause 3(d)(1) of rule XIII, which requires the inclusion
of a committee cost estimate in a committee report.
Although the resolution waives all points of order against
provisions in H.R. 1329, as amended, the Committee is not aware
of any points of order. The waiver is prophylactic in nature.
