                       [To accompany H. Res. 161]

    The Committee on Rules, having had under consideration 
House Resolution 161, by a record vote of 9 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.J. Res. 20, 
Providing for congressional disapproval under chapter 8 of 
title 5, United States Code, of the rule submitted by the 
Department of Energy relating to ``Energy Conservation Program: 
Energy Conservation Standards for Consumer Gas-fired 
Instantaneous Water Heaters'', under a closed rule. The 
resolution waives all points of order against consideration of 
the joint resolution. The resolution provides that the joint 
resolution shall be considered as read. The resolution waives 
all points of order against provisions in the joint resolution. 
The resolution provides one hour of general debate equally 
divided and controlled by the chair and ranking minority member 
of the Committee on Energy and Commerce or their respective 
designees. The resolution provides for one motion to recommit. 
The resolution further provides for consideration of H.J. Res. 
35, Providing for congressional disapproval under chapter 8 of 
title 5, United States Code, of the rule submitted by the 
Environmental Protection Agency relating to ``Waste Emissions 
Charge for Petroleum and Natural Gas Systems: Procedures for 
Facilitating Compliance, Including Netting and Exemptions'', 
under a closed rule. The resolution waives all points of order 
against consideration of the joint resolution. The resolution 
provides that the joint resolution shall be considered as read. 
The resolution waives all points of order against provisions in 
the joint resolution. The resolution provides one hour of 
general debate equally divided and controlled by the chair and 
ranking minority member of the Committee on Energy and Commerce 
or their respective designees. The resolution provides for one 
motion to recommit. The resolution further provides for 
consideration of H. Con. Res. 14, Establishing the 
congressional budget for the United States Government for 
fiscal year 2025 and setting forth the appropriate budgetary 
levels for fiscal years 2026 through 2034, under a closed rule. 
The resolution waives all points of order against consideration 
of the concurrent resolution. The resolution provides three 
hours of debate with two hours confined to the congressional 
budget equally divided and controlled by the chair and ranking 
minority member of the Committee on the Budget or their 
respective designees and one hour on the subject of economic 
goals and policies equally divided and controlled by 
Representative Schweikert of Arizona and Representative Beyer 
of Virginia or their respective designees. The resolution 
provides that the amendment printed in the report shall be 
considered as adopted and the concurrent resolution, as 
amended, shall be considered as read. The resolution permits 
the chair of the Committee on the Budget to offer amendments in 
the House pursuant to section 305(a)(5) of the Congressional 
Budget Act of 1974 to achieve mathematical consistency. The 
resolution provides that the concurrent resolution shall not be 
subject to a demand for division of the question of its 
adoption.

                         EXPLANATION OF WAIVERS

    Although the resolution waives all points of order against 
consideration of H.J. Res. 20, the Committee is not aware of 
any points of order. The waiver is prophylactic in nature.

    The waiver of all points of order against consideration of 
H.J. Res. 35 includes:
    --Section 303 of the Congressional Budget Act, which 
prohibits consideration of legislation providing new budget 
authority, a change in revenues, or a change in the public debt 
limit, for a fiscal year until the budget resolution for that 
year has been agreed to.
    Although the resolution waives all points of order against 
provisions in H.J. Res. 35, the Committee is not aware of any 
points of order. The waiver is prophylactic in nature.

       TEXT OF AMENDMENT TO H. CON. RES. 14 CONSIDERED AS ADOPTED

  In the heading of title III, insert ``AND DEFICIT REDUCTION 
ADJUSTMENT'' after ``RESERVE FUND'' (and update the table of 
contents accordingly).
  In section 3002(a)(1), strike the dollar amount and insert 
``$4,500,000,000,000''.
