                       [To accompany H. Res. 672]

    The Committee on Rules, having had under consideration 
House Resolution 672, by a record vote of 9 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 4553, the 
Energy and Water Development and Related Agencies 
Appropriations Act, 2026, under a structured rule. The 
resolution waives all points of order against consideration of 
the bill. The resolution provides one hour of general debate 
equally divided and controlled by the chair and ranking 
minority member of the Committee on Appropriations or their 
respective designees. The resolution provides that the bill 
shall be considered as read. The resolution waives all points 
of order against provisions in the bill for failure to comply 
with clause 2 or clause 5(a) of rule XXI. The resolution makes 
in order only those amendments printed in the report, 
amendments en bloc described in section 3 and pro forma 
amendments described in section 4. Each amendment shall be 
considered only in the order printed in the report, may be 
offered only by a Member designated in the report, shall be 
considered as read, shall be debatable for the time specified 
in the report equally divided and controlled by the proponent 
and an opponent, shall not be subject to amendment except as 
provided by section 4 of the resolution, and shall not be 
subject to a demand for division of the question. All points of 
order against the amendments printed in the report or 
amendments en bloc described in section 3 of the resolution are 
waived. The resolution provides that the chair of the Committee 
on Appropriations or his designee may offer amendments en bloc 
consisting of amendments printed in the report not earlier 
disposed of. Amendments en bloc shall be considered as read, 
shall be debatable for 20 minutes equally divided and 
controlled by the chair and ranking minority member of the 
Committee on Appropriations or their respective designees, 
shall not be subject to amendment except as provided by section 
4 of the resolution, and shall not be subject to a demand for 
division of the question. The resolution provides that the 
chair and ranking minority member of the Committee on 
Appropriations or their respective designees may offer up to 10 
pro forma amendments each at any point for the purpose of 
debate. The resolution provides for one motion to recommit. The 
resolution further provides for consideration of H.J. Res. 104, 
H.J. Res. 105, and H.J. Res. 106 under closed rules. The 
resolution waives all points of order against consideration of 
each joint resolution. The resolution provides that each joint 
resolution shall be considered as read. The resolution waives 
all points of order against provisions in each joint 
resolution. The resolution provides one hour of general debate 
on each joint resolution equally divided and controlled by the 
chair and ranking minority member of the Committee on Natural 
Resources or their respective designees. The resolution 
provides for each joint resolution one motion to recommit. The 
resolution further provides that H. Res. 668 is hereby adopted. 
The resolution further provides that H. Res. 605 is hereby 
adopted. The resolution further provides that H. Res. 598 is 
laid on the table.

                         EXPLANATION OF WAIVERS

    Although the resolution waives all points of order against 
consideration of H.R. 4553, the Committee is not aware of any 
points of order. The waiver is prophylactic in nature.
