SEPTEMBER 30, 2026, AND FOR OTHER PURPOSES; PROVIDING FOR CONSIDERATION 
 OF THE BILL (H.R. 3633) TO PROVIDE FOR A SYSTEM OF REGULATION OF THE 
 OFFER AND SALE OF DIGITAL COMMODITIES BY THE SECURITIES AND EXCHANGE 
COMMISSION AND THE COMMODITY FUTURES TRADING COMMISSION, AND FOR OTHER 
PURPOSES; PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 1919) TO AMEND 
  THE FEDERAL RESERVE ACT TO PROHIBIT THE FEDERAL RESERVE BANKS FROM 
  OFFERING CERTAIN PRODUCTS OR SERVICES DIRECTLY TO AN INDIVIDUAL, TO 
PROHIBIT THE USE OF CENTRAL BANK DIGITAL CURRENCY FOR MONETARY POLICY, 
  AND FOR OTHER PURPOSES; PROVIDING FOR CONSIDERATION OF THE BILL (S. 
  1582) TO PROVIDE FOR THE REGULATION OF PAYMENT STABLECOINS, AND FOR 
 OTHER PURPOSES; AND WAIVING A REQUIREMENT OF CLAUSE 6(A) OF RULE XIII 
WITH RESPECT TO CONSIDERATION OF CERTAIN RESOLUTIONS REPORTED FROM THE

                       [To accompany H. Res. 580]

    The Committee on Rules, having had under consideration 
House Resolution 580, by a record vote of 8 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 4016, the 
Department of Defense Appropriations Act, 2026, under a 
structured rule. The resolution waives all points of order 
against consideration of the bill. The resolution provides one 
hour of general debate equally divided and controlled by the 
chair and ranking minority member of the Committee on 
Appropriations or their respective designees. The resolution 
provides that the bill shall be considered as read. The 
resolution waives all points of order against provisions in the 
bill for failure to comply with clause 2 or clause 5(a) of rule 
XXI. The resolution makes in order only those amendments 
printed in part A of the report, amendments en bloc described 
in section 3 and pro forma amendments described in section 4. 
Each amendment shall be considered only in the order printed in 
the report, may be offered only by a Member designated in the 
report, shall be considered as read, shall be debatable for the 
time specified in the report equally divided and controlled by 
the proponent and an opponent, shall not be subject to 
amendment except as provided by section 4 of the resolution, 
and shall not be subject to a demand for division of the 
question. All points of order against the amendments printed in 
part A of the report or amendments en bloc described in section 
3 of the resolution are waived. The resolution provides that 
the chair of the Committee on Appropriations or his designee 
may offer amendments en bloc consisting of amendments printed 
in part A of the report not earlier disposed of. Amendments en 
bloc shall be considered as read, shall be debatable for 20 
minutes equally divided and controlled by the chair and ranking 
minority member of the Committee on Appropriations or their 
respective designees, shall not be subject to amendment except 
as provided by section 4 of the resolution, and shall not be 
subject to a demand for division of the question. The 
resolution provides that the chair and ranking minority member 
of the Committee on Appropriations or their respective 
designees may offer up to 10 pro forma amendments each at any 
point for the purpose of debate. The resolution provides for 
one motion to recommit. The resolution further provides for 
consideration of H.R. 3633, the Digital Asset Market Clarity 
Act of 2025, under a structured rule. The resolution waives all 
points of order against consideration of the bill. The 
resolution provides that, in lieu of the amendments in the 
nature of a substitute recommended by the Committees on 
Agriculture and Financial Services now printed in the bill, an 
amendment in the nature of a substitute consisting of the text 
of Rules Committee Print 119-6, modified by the amendment 
printed in part B of the report, shall be considered as adopted 
and the bill, as amended, shall be considered as read. The 
resolution waives all points of order against provisions in the 
bill, as amended. The resolution provides one hour of general 
debate equally divided among and controlled by the chair and 
ranking minority member of the Committee on Agriculture or 
their respective designees and the chair and ranking minority 
member of the Committee on Financial Services or their 
respective designees. The resolution makes in order only the 
amendment printed in part C of the report. Each amendment shall 
be considered only in the order printed in the report, may be 
offered only by a Member designated in the report, shall be 
considered as read, shall be debatable for the time specified 
in the report equally divided and controlled by the proponent 
and an opponent, shall not be subject to amendment, and shall 
not be subject to a demand for division of the question. All 
points of order against the amendment printed in part C of the 
report are waived. The resolution provides for one motion to 
recommit. The resolution further provides for consideration of 
H.R. 1919, the Anti-CBDC Surveillance State Act, under a closed 
rule. The resolution waives all points of order against 
consideration of the bill. The resolution provides that the 
amendment in the nature of a substitute recommended bythe 
Committee on Financial Services now printed in the bill shall be 
considered as adopted and the bill, as amended, shall be considered as 
read. The resolution waives all points of order against provisions in 
the bill, as amended. The resolution provides one hour of general 
debate equally divided and controlled by the chair and ranking minority 
member of the Committee on Financial Services or their respective 
designees. The resolution provides for one motion to recommit. The 
resolution further provides for consideration of S. 1582, the GENIUS 
Act, under a closed rule. The resolution waives all points of order 
against consideration of the bill. The resolution provides that the 
bill shall be considered as read. The resolution waives all points of 
order against provisions in the bill. The resolution provides one hour 
of general debate equally divided and controlled by the chair and 
ranking minority member of the Committee on Financial Services or their 
respective designees. The resolution provides for one motion to commit. 
The resolution further provides that the requirement of clause 6(a) of 
rule XIII for a two-thirds vote to consider a report from the Committee 
on Rules on the same day it is presented to the House is waived with 
respect to any resolution reported through the legislative day of July 
18, 2025, relating to the bill (H.R. 4) to rescind certain budget 
authority proposed to be rescinded in special messages transmitted to 
the Congress by the President on June 3, 2025, in accordance with 
section 1012(a) of the Congressional Budget and Impoundment Control Act 
of 1974.

                         EXPLANATION OF WAIVERS

    Although the resolution waives all points of order against 
consideration of H.R. 4016, the Committee is not aware of any 
points of order. The waiver is prophylactic in nature.

funding to be used by the Navy for continued research into 
solid-state circuit breaker technology to support the 
development of future naval power systems that require high-
performance electrical protection for advanced weapons and 
sensors. R&D into this technology is critical for replacing 
outdated mechanical breakers and enabling safe, reliable 
operation of medium- and low-voltage DC systems in next-

    12. Balint (VT): Increases and decreases funding in 
Research, Development, Test and Evaluation, Air Force by 
$10,000,000 for ``Realistic Training for Air Force Security 
Forces Perimeter Defense Readiness'' in Line 87, Physical 
Security Equipment. (10 minutes)
    13. Barragan (CA): Increases and decreases by $10 million 
to support the Metal Forging Innovation Initiative. The 
initiative supports projects to modernize forging technologies, 
expand workforce training programs, and support cleaner and 
more efficient metal production. (10 minutes)
    14. Barrett (MI): Increases and decreases RDT&E Army, PE 
0602141A, Line 8--Lethality Technology by $10 million to 
support testing and evaluation of an Advanced Direct Fire 
Control system that houses an AI algorithm to be capable of 
accurately perceiving complex environments and making nuanced 
decisions in real-time. (10 minutes)
    15. Barrett (MI), Kiggans (VA): Increases and decreases 
RDT&E Army, PE 0203735A, Line 209--Combat Vehicle Improvement 
Programs by $10 million to support testing and evaluation of 
Vehicle-Based Unified Fire Control that interlinks all 
lethality systems on a combat vehicle, allowing rapid fielding, 
vehicle based integrated weapon coordination, simultaneous 
rapid engagement with multiple lethality systems, and the 
ability to out-fight adversaries. (10 minutes)
    16. Bean (FL): Increases Navy RDT&E, PE 060356N, Line 43--
Advanced Submarine System Development--by $9,400,000 to support 
bow conformal array manufacturing optimization. (10 minutes)
    17. Begich (AK): Increases Operation & Maintenance budget 
by a total of $10 million to expand cybersecurity capabilities 
through the automation of the Department of Defense's Cyber 
Operational Readiness Assessment (CORA) process, reducing 
compliance burdens for the Department's installations. (10 
minutes)
    18. Begich (AK), Subramanyam (VA), Wilson (SC): Increases 
Air Force Operations and Maintenance Cyberspace Sustainment, 
Air Force by $10.0 million. The increase provides funding for 
the Air Force's pilot program, Cyber Operations for Base 
Resilient Architecture, on mission-relevant terrain, and allows 
for expansion throughout the Pacific Air Force and INDOPACOM.

    19. Bergman (MI): Transfers funds to establish a research 
initiative to develop contested logistics solutions for 
multinational operations, particularly within NATO, AUKUS, and 
ABCANZ frameworks. (10 minutes)
    20. Bergman (MI): Increases and decreases funding to 
support continued modernization of Combatant Craft Heavy 
vessels by accelerating hull design and performance 
enhancements. Encourages incorporation of proven technologies 
from the commercial maritime sector. (10 minutes)
    21. Bergman (MI), Horsford (NV): Transfers funds to support 
the development and testing of an airgun-based hypersonic 
launch system by the Air Force Research Laboratory to enable 
cost-effective, high-frequency hypersonic testing. Builds on
