    The Committee on Rules, having had under consideration 
House Resolution 530, by a record vote of 8 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of H.R. 3944, the 
Military Construction, Veterans Affairs, and Related Agencies 
Appropriations Act, 2026, under a structured rule. The 
resolution waives all points of order against consideration of 
the bill. The resolution provides one hour of general debate 
equally divided and controlled by the chair and ranking 
minority member of the Committee on Appropriations or their 
respective designees. The resolution provides that an amendment 
in the nature of a substitute consisting of the text of Rules 
Committee Print 119-5 shall be considered as adopted and the 
bill, as amended, shall be considered as read. The resolution 
waives all points of order against provisions in the bill, as 
amended, for failure to comply with clause 2 of rule XXI. The 
resolution makes in order only those amendments printed in the 
report, amendments en bloc described in section 3, and pro 
forma amendments described in section 4. Each amendment shall 
be considered only in the order printed in the report, may be 
offered only by a Member designated in the report, shall be 
considered as read, shall be debatable for the time specified 
in the report equally divided and controlled by the proponent 
and an opponent, shall not be subject to amendment except as 
provided by section 4 of the resolution, and shall not be 
subject to a demand for division of the question. All points of 
order against the amendments printed in the report or 
amendments en bloc described in section 3 of the resolution are 
waived. The resolution provides that the chair of the Committee 
on Appropriations or his designee may offer amendments en bloc 
consisting of amendments printed in the report not earlier 
disposed of. Amendments en bloc shall be considered as read, 
shall be debatable for 20 minutes equally divided and 
controlled by the chair and ranking minority member of the 
Committee on Appropriations or their respective designees, 
shall not be subject to amendment except as provided by section

division of the question. The resolution provides that the 
chair and ranking minority member of the Committee on 
Appropriations or their respective designees may offer up to 10

debate. The resolution provides for one motion to recommit. The 
resolution further provides for consideration of H.R. 275, the 
Special Interest Alien Reporting Act of 2025, under a closed 
rule. The resolution waives all points of order against 
consideration of the bill. The resolution provides that the 
amendment in the nature of a substitute recommended by the 
Committee on Homeland Security now printed in the bill shall be 
considered as adopted and the bill, as amended, shall be 
considered as read. The resolution waives all points of order 
against provisions in the bill, as amended. The resolution 
provides one hour of general debate equally divided and 
controlled by the chair and ranking minority member of the 
Committee on Homeland Security or their respective designees. 
The resolution provides for one motion to recommit. The 
resolution further provides for consideration of H.R. 875, the 
Jeremy and Angel Seay and Sergeant Brandon Mendoza Protect Our 
Communities from DUIs Act of 2025, under a closed rule. The 
resolution waives all points of order against consideration of 
the bill. The resolution provides that the amendment in the 
nature of a substitute recommended by the Committee on the 
Judiciary now printed in the bill shall be considered as 
adopted and the bill, as amended, shall be considered as read. 
The resolution waives all points of order against provisions in 
the bill, as amended. The resolution provides one hour of 
general debate equally divided and controlled by the chair and 
ranking minority member of the Committee on the Judiciary or 
their respective designees. The resolution provides for one 
motion to recommit. The resolution further provides for 
consideration of H. Res. 516, Condemning the violent June 2025 
riots in Los Angeles, California., under a closed rule. The 
resolution provides that upon adoption of this resolution it 
shall be in order without intervention of any point of order to 
consider H. Res. 516. The resolution provides that H. Res. 516 
shall be considered as read. The resolution provides one hour 
of general debate equally divided and controlled by the chair 
and ranking minority member of the Committee on the Judiciary 
or their respective designees.

veterans health funds for the purpose of adding report language 
emphasizing support for the Department's effort to conduct a 
feasibility study at the Manchester VA Medical Center and to 
require the Department to submit to Congress an action plan by 
November 6, 2025, to expand services for a full-service medical 
center in New Hampshire so that it is no longer the only state 
in the contiguous United States without such a center. (10 
minutes)
    10. Gottheimer (NJ), Min (CA), Keating (MA), Figures (AL), 
Conaway (NJ): Increases and decreases funding under the Medical 
Services account to support the inclusion of a resident 
advocate at every veterans home. A resident advocate would act 
as a liaison between a veterans home administration and 
residents, receive complaints, grievances, or concerns from the 
residents, and, if appropriate, submit them to the relevant 
ombudsman or inspector general. (10 minutes)
    11. Gottheimer (NJ): Increases and decreases funding under 
the Medical Services Account to improve the quality and 
availability of kosher meals for inpatient residents at VA 
hospitals, including through exploring partnerships with 
certified providers that offer fresh or higher-quality options.

    12. Gottheimer (NJ), Norton (DC): Increases and decreases 
funding under the Medical Services account for the Staff 
Sergeant Parker Gordon Fox Suicide Prevention Grant Program. 
This program supports veteran service organizations (VSOs) in 
delivering nontraditional and innovative mental health services 
to prevent veteran suicide. Since its inception, the program 
has enabled communities to provide outreach, direct suicide 
prevention services, and vital connections to VA and local 
resources. Increasing funding would allow the VA to accept 
grant applications on a rolling basis, expanding access to 
life-saving services and helping to ensure that veterans and 
their families receive the support they need. (10 minutes)
    13. Greene (GA): Strikes funding for NATO. (10 minutes)
    14. Houchin (IN): Transfers $5 million in funding to the 
medical services account to increase funding for medical care 
for veterans including memory care services. (10 minutes)
    15. Kiggans (VA): Encourages the approval and development 
of privatized housing for unaccompanied service members. (10

    16. Kiggans (VA): Ensures that the Department of Veterans 
Affairs maintains sufficient medical care for veterans who

Affairs fully funds and competently executes mental health care 
programs, with a special emphasis on suicide prevention and

increased demolition funding on Navy and Marine Corps bases.

state legalized program through recommendations, forms, or
