                       Purpose of the Legislation

The purpose of H.R. 7003 is to amend the National Landslide
Preparedness Act to reauthorize such Act.

                  Background and Need for Legislation

H.R. 7003 reauthorizes the National Landslide Preparedness
Act (NLPA) for Fiscal Years (FY) 2024-2029 at the current
authorization of appropriations level of $40 million per year.
Landslides are a major geologic hazard in every state, causing
between $1-2 billion in damages and more than 25 casualties
each year. The NLPA, signed into law on January 5, 2021,
established the National Landslide Hazards Reduction Program
(NLHRP) and the 3D Elevation Program (3DEP), authorizing both
programs from FY 2021-2024. The programs seek to gather data
which will enable states and communities to reduce loss during
the event of a landslide. The Landslide Hazards Reduction
Program conducts research on the geologic structure of the
earth and draws scientific conclusions about landslides and
ground failures. The states utilize this research to prepare
for and properly respond to these disasters.
The goal of 3DEP is to establish high-quality topographic
elevation data of the entire U.S., which will enable a better
understanding of landslides and why they occur. While mapping
the U.S. and having this topography data on file is an
important first step, the terrain can change significantly over
time. Reauthorizing 3DEP will allow the United States
Geological Survey (USGS) to continue mapping to gather new
topography data and study how landslides shift the landscape
from one year to the next.

                            Committee Action

H.R. 7003 was introduced on January 17, 2024, by Rep. Suzan
DelBene (D-WA). The bill was referred to the Committee on
Natural Resources, and within the Committee to the Subcommittee
on Energy and Mineral Resources. The bill was also referred to
the Committee on Science, Space, and Technology. On January 31,
2024, the Subcommittee on Energy and Mineral Resources held a
hearing on the bill. On April 16, 2024, the Committee on
Natural Resources met to consider the bill. The Subcommittee on
Energy and Mineral Resources was discharged from further
consideration of H.R. 7003 by unanimous consent. Rep.
Alexandria Ocasio-Cortez (D-NY) offered an Amendment in the
Nature of a Substitute designated Ocasio-Cortez_067. The
amendment in the nature of a substitute was agreed to by
unanimous consent. The bill, as amended, was ordered favorably
reported to the House of Representatives by unanimous consent.

                                Hearings

For the purposes of clause 3(c)(6) of House rule XIII, the
following hearing was used to develop or consider this measure:
hearing by the Subcommittee on Energy and Mineral Resources
held on January 31, 2024.

                      Section-by-Section Analysis

Section 1. Short title

Designates this bill as the ``National Landslide
Preparedness Act Reauthorization Act of 2024''.

Section 2. National Landslide Preparedness Act reauthorization

Section 2 of this bill reauthorizes the National Landslide
Preparedness Act through 2029. This bill adds the Administrator
of the National Aeronautics and Space Administration as a
member of the Interagency Coordinating Committee on Landslide
Hazards. This bill also adds the 3D Hydrography Program Working
Group as a coordinating member of the 3D Elevation Federal
Interagency Coordinating Committee.

            Committee Oversight Findings and Recommendations

Regarding clause 2(b)(1) of rule X and clause 3(c)(1) of
rule XIII of the Rules of the House of Representatives, the
Committee on Natural Resources' oversight findings and
recommendations are reflected in the body of this report.

Compliance With House Rule XIII and
                        Congressional Budget Act

    1. Cost of Legislation and the Congressional Budget Act.
With respect to the requirements of clause 3(c)(2) and (3) of
rule XIII of the Rules of the House of Representatives and
sections 308(a) and 402 of the Congressional Budget Act of
1974, the Committee has received the following estimate for the
bill from the Director of the Congressional Budget Office:

[GRAPHIC(S) NOT AVAILABLE IN TIFF FORMAT]

H.R. 7003 would reauthorize the appropriation of $37
million annually through 2029 for the National Landslide
Hazards Reduction Program. Under current law, the authorization
for that program expires at the end of 2024. In 2024, the U.S.
Geological Survey (USGS)and the National Oceanic and
Atmospheric Administration allocated roughly $14 million for
that program.
H.R. 7003 also would authorize appropriations of $40
million annually through 2029 for the 3D Elevation Program.
Under current law, that program expires at the end of 2024 and
based on information from USGS, CBO expects that no funds were
allocated for the program.
CBO assumes that the bill will be enacted near the
beginning of the fiscal year 2025 and that the authorized
amounts will be provided each year. Based on historical
spending patterns for the programs, CBO estimates that
implementing the bill would cost $321 million over the 2024-
2029 period and $59 million after 2029. CBO expects that about
$5 million of those amounts would not be spent.
The costs of the legislation, detailed in Table 1, fall
within budget function 300 (natural resources).

clause 3(c)(4) of rule XIII, the general performance goal or
objective of this bill is to amend the National Landslide
Preparedness Act to reauthorize such Act.

                           Earmark Statement

contains no unfunded mandates as defined by the Unfunded
Mandates Reform Act.

                           Existing Programs

Directed Rule Making. This bill does not contain any
directed rule makings.
Duplication of Existing Programs. This bill does not
establish or reauthorize a program of the federal government
known to be duplicative of another program. Such program was
not included in any report from the Government Accountability
Office to Congress pursuant to section 21 of Public Law 111-139
or identified in the most recent Catalog of Federal Domestic
Assistance published pursuant to the Federal Program
Information Act (Public Law 95-220, as amended by Public Law
98-169) as relating to other programs.

                  Applicability to Legislative Branch

The Committee finds that the legislation does not relate to
the terms and conditions of employment or access to public
services or accommodations within the meaning of section
102(b)(3) of the Congressional Accountability Act.

Preemption of State, Local or Tribal Law

Any preemptive effect of this bill over state, local, or
tribal law is intended to be consistent with the bill's
purposes and text and the Supremacy Clause of Article VI of the
U.S. Constitution.

proposed to be omitted is enclosed in black brackets, new
matter is printed in italics, and existing law in which no
change is proposed is shown in roman):
