FISCAL YEAR ENDING SEPTEMBER 30, 2024, AND FOR OTHER PURPOSES

The Committee on Rules, having had under consideration
House Resolution 847, by a record vote of 9 to 3, report the
same to the House with the recommendation that the resolution
be adopted.
SUMMARY OF PROVISIONS OF THE RESOLUTION
The resolution provides for consideration of H.R. 4664, the
Financial Services and General Government Appropriations Act,
2024, under a structured rule. The resolution waives all points
of order against consideration of the bill. The resolution
provides one hour of general debate equally divided and
controlled by the chair and ranking minority member of the
Committee on Appropriations or their respective designees. The
resolution provides that the amendment printed in part A of the
Rules Committee report shall be considered as adopted and the
bill, as amended, shall be considered as read. The resolution
waives all points of order against provisions in the bill, as
amended. The resolution makes in order only those amendments
printed in part B of the Rules Committee report, amendments en
bloc described in section 3, and pro forma amendments described
in section 4. Each amendment shall be considered only in the
order printed in the report, may be offered only by a Member
designated in the report, shall be considered as read, shall be
debatable for the time specified in the report equally divided
and controlled by the proponent and an opponent, shall not be
subject to amendment except as provided by section 4 of the
resolution, and shall not be subject to a demand for division
of the question. All points of order against the amendments
printed in part B of the Rules Committee report or amendments
en bloc described in section 3 of the resolution are waived.
The resolution provides that the chair of the Committee on
Appropriations or her designee may offer amendments en bloc
consisting of amendments printed in part B of the Rules
Committee report not earlier disposed of. Amendments en bloc
shall be considered as read, shall be debatable for 20 minutes
equally divided and controlled by the chair and ranking
minority member of the Committee on Appropriations or their
respective designees, shall not be subject to amendment except
as provided by section 4 of the resolution, and shall not be
subject to a demand for division of the question. The
resolution provides that the chair and ranking minority member
of the Committee on Appropriations or their respective
designees may offer up to 10 pro forma amendments each at any
point for the purpose of debate. The resolution provides one
motion to recommit.
EXPLANATION OF WAIVERS
The waiver of all points of order against consideration of
H.R. 4664 includes:
--Section 306 of the Congressional Budget Act, which
prohibits consideration of legislation within the jurisdiction
of the Committee on the Budget unless referred to or reported
by the Budget Committee.
The waiver of all points of order against provisions in
H.R. 4664, as amended, includes:
--Clause 2 of rule XXI, which prohibits unauthorized
appropriations or legislative provisions in an appropriations
bill.
--Clause 5(a) of rule XXI, which prohibits a bill or joint
resolution carrying a tax or tariff measure from being reported
by a committee not having jurisdiction to report tax or tariff
measures.
--Section 3(aa) of H. Res. 5, which prohibits an
unauthorized appropriation in an appropriations bill in excess
of the most recent enacted level.
Although the resolution waives all points of order against
the amendments printed in part B of the Rules Committee report
or amendments en bloc described in section 3 of the resolution,
the Committee is not aware of any points of order. The waiver
is prophylactic in nature.

the Treasury to encourage the Department to continue to improve
its Financial Literacy for Students Initiative and to
consciously target rural areas. (10 minutes)
2. Molinaro (NY): Increases and decreases the Committee on
Foreign Investment in the United States (CFIUS) to encourage
the Committee to evaluate the rising threat of farmland owned
by adversarial nations. (10 minutes)
3. Gottheimer (NJ): Increases funding by $3 million for the
Treasury's Office of Terrorism and Financial Intelligence to
support efforts to counter criminal and terrorist groups
through the acquisition of improved blockchain analysis tools,
training on cryptocurrency and cryptocurrency-related
investigations, and investigative support to reduce crimes
involving ransomware attacks or exploiting the use of
cryptocurrency. The offset of $3 million is from the GSA Real

Treasury Department to deploy a finance attache to work out of

5. Gottheimer (NJ), Garbarino (NY): Increases funding by
$37 million, for the Treasury's Office of Terrorism and
Financial Intelligence to support efforts to implement
sanctions on Iran, Hamas, Hezbollah, Russia, China, North Korea
and other terrorist groups. The offset of $37 million is from
the GSA Real Property Activities Federal Buildings Funds. (10

6. Schweikert (AZ): Increases and decreases funding for the
Treasury Inspector General for Tax Administration by $1 million
to provide a report to Congress on the Internal Revenue
Service's use of artificial intelligence in compliance efforts
and in investigating complex tax evasion cases through
information on the no-change rate of cases selected, dollar
amounts recovered through this technology, human controls on
the technology's decision-making ability and processes, and
privacy controls of taxpayer data. (10 minutes)
7. Beatty (OH): Increases and decreases funding for the
Financial Crimes Enforcement Network (FinCEN) to highlight the
importance of the office to protect our financial system from
illicit activity, combat money laundering, and promote national
security. (10 minutes)
8. Scott, David (GA): Increases and decreases support
efforts to assist financial institutions and entities in
identifying, recognizing, detecting, curtailing, and preventing
suspicious activities in relation to funding streams that could
benefit Hamas. (10 minutes)
9. Grothman (WI): Eliminates funding for the Department of
Treasury's Community Development Financial Institutions Fund.

10. Waters (CA): Increases and decreases funding for the
Community Development Financial Institutions (CDFI) Fund. (10

million to instruct the Postal Service IG to provide Congress

office location for the last five years in addition to a
financial analysis of postal service locations owned by the

12. Bice (OK): Increases and decreases funding for the
Internal Revenue Service by $5,000 with the intent to direct
the Commissioner to provide Congress with the quantity and
types(s) of: weapons, weapons systems, ammunition, explosive
devices, armored vehicles, drones/UAVs, and chemical weapons
such as tear gas and calming agents in their possession. (10
minutes)
13. Schweikert (AZ): Increases and decreases funding for
the Internal Revenue Service's Taxpayer Service by $1 million
to provide an update to Congress on the agency's use of
artificial intelligence and chatbot technology at the taxpayer
and customer service level and to detail plans to expand the
use of chatbot technology to include providing taxpayers with
tools, information, and assistance needed to comply with tax
filing obligations with the goal of reducing delays in email or
text response and telephone wait times further, decreasing the
complexity of the tax code, and improving taxpayer resolution
and satisfaction. (10 minutes)
14. Hudson (NC): Increases and decreases the Taxpayer
Advocate Services Account by $5 million to highlight the
importance of timely taxpayer advocate services. (10 minutes)
15. Harshbarger (TN): Strikes all funding for firearms and
ammunition for the IRS. (10 minutes)
16. Davidson (OH), Houchin (IN): Ensures no funds may be
used by the Department of the Treasury to design or develop a
Central Bank Digital Currency, or establish a United States
Central Bank Digital Currency as legal tender. (10 minutes)
17. Ramirez (IL): Increases and decreases funding to the
Office of National Drug Control Policy's High Intensity Drug
Trafficking Area Programs by $27,200,000. (10 minutes)

the COVID-19 portfolio to third parties and a cost-benefit
analysis of not pursuing aggressive loan recollection efforts
to recoup the estimated $33.4 billion in either past due,
delinquent, in liquidation or charged off EIDL loans. (10

Fund by $500,000 to highlight the need to resolve an ongoing

the need for a single unique ZIP code for each of the following

48. Fitzgerald (WI): Repeals the subpoena authority of
Treasury's Federal Insurance Office and the Office of Financial

to the SEC to approve a rule change proposed by the New York
Stock Exchange LLC to adopt listing standards for Natural Asset

63. Harshbarger (TN): Prohibits funding for the White House
Gender Policy Council. (10 minutes)
64. Hill (AR), Luetkemeyer (MO): Prohibits funding from
being used to support the allocation of IMF reserve assets
(Special Drawing Rights) to Iran. (10 minutes)
65. Huizenga (MI), Nunn (IA): Prohibits funds to be made
available to authorize U.S. financial institutions whose
property and interests in property are blocked pursuant to
Executive Order 13902 other than a transaction for the sale of
agricultural commodities, food, medicine, or medical devices.

69. McClain (MI): Extends the Holman Rule to Neera Tanden,

the new affiliation and lending criteria for the 7(a) lending
