The Committee on Commerce, Science, and Transportation, to
which was referred the bill (S. 1037) to provide for the
establishment of a section of the website of the Department of
Commerce that shall serve as the primary hub for information
relating to Federal manufacturing programs, and for other
purposes, having considered the same, reports favorably thereon
with an amendment (in the nature of a substitute) and
recommends that the bill (as amended) do pass.
PURPOSE OF THE BILL
The purpose of this legislation is to establish a
manufacturing.gov hub section on the Department of Commerce
website and to enhance the website as a hub for U.S.
manufacturers to connect with Federal programs related to
manufacturing.
BACKGROUND AND NEEDS
The Advanced Manufacturing National Program Office of the
National Institute of Standards and Technology (NIST) maintains
a manufacturing.gov website that is meant to serve as a
national advanced manufacturing portal. The website provides
little information, however, to help U.S. manufacturers access
the numerous Federal resources that support manufacturers and
their workers. The U.S. Government Accountability Office (GAO)
has identified 58 Federal programs that are meant to benefit
U.S. manufacturing,\1\ but only a handful are listed on the
manufacturing.gov website. Furthermore, the website does not
offer a robust capability for the public to provide feedback
about Federal manufacturing programs or issues facing U.S.
manufacturers. Nor does it provide contact information for
specific program offices that implement Federal manufacturing
programs, which is essential to enabling U.S. manufacturers to
connect with and benefit from these initiatives.

LEGISLATIVE HISTORY
S. 1037 was introduced on March 25, 2021, by Senator Peters
(for himself and Senators Rubio and Young) and was referred to
the Committee on Commerce, Science, and Transportation of the
Senate. On May 12, 2021, the Committee met in open Executive
Session and, by voice vote, ordered S. 1037 reported favorably
with an amendment (in the nature of a substitute with an
amendment).
The Committee approved an amendment (in the nature of a
substitute) by Senator Peters that would require the Secretary
of Commerce to provide contact information of relevant program
offices carrying out Federal manufacturing programs, rather
than contact information of relevant employees carrying out
such programs. The Committee also approved an amendment by
Senators Lee and Scott, which provided that no additional funds
would be authorized to carry out the legislation.

Standing Rules of the Senate and section 403 of the
Congressional Budget Act of 1974, the Committee provides the

S. 1037 would require the Department of Commerce to
establish a section on its manufacturing.gov website that
contains information about federal manufacturing programs. That
new section would include contact information for relevant
federal programs, an avenue for public feedback, and issue-area
webpages.
CBO expects that the department would carry out most of the
activities required under S. 1037 as part of its normal duties
to update and maintain the manufacturing.gov website. Any
additional costs would be insignificant and subject to the
availability of appropriated funds.

REGULATORY IMPACT STATEMENT
Because S. 1037 does not create any new programs, the
legislation will have no additional regulatory impact, and will
result in no additional reporting requirements. The legislation
will have no further effect on the number or types of
individuals and businesses regulated, the economic impact of
such regulation, the personal privacy of affected individuals,
or the paperwork required from such individuals and businesses.
CONGRESSIONALLY DIRECTED SPENDING
In compliance with paragraph 4(b) of rule XLIV of the
Standing Rules of the Senate, the Committee provides that no
provisions contained in the bill, as reported, meet the
definition of congressionally directed spending items under the
rule.
SECTION-BY-SECTION ANALYSIS
Section 1. Short title
This section would provide that the legislation may be
cited as the ``Manufacturing.gov Act''.
Section 2. Manufacturing.gov Hub
This section would require the Secretary of Commerce, in
coordination with the Chief Information Officer of the
Department of Commerce, to establish a ``manufacturing.gov
hub'' through the existing manufacturing.gov website, which
would serve as the primary hub for Federal manufacturing
programs identified by GAO.\2\ It would also require that the
hub provide the contact information for relevant program
offices carrying out such programs, and to offer an avenue for
receiving public input and feedback regarding the website,
Federal manufacturing programs, and challenges facing U.S.
manufacturers. Additionally, this section would require that
the hub contain web pages focused on relevant issues, such as
trade and workforce development and training, and that the hub
use machine learning to identify frequently asked questions and
disseminate answers to them. This section also provides that no
additional funds would be authorized to carry out this section.

CHANGES IN EXISTING LAW
In compliance with paragraph 12 of rule XXVI of the
Standing Rules of the Senate, the Committee states that the
