    The Committee on Natural Resources, to whom was referred 
the bill (H.R. 6199) to revise the boundary of the Ste. 
Genevieve National Historical Park in the State of Missouri, 
and for other purposes, having considered the same, reports 
favorably thereon without amendment and recommends that the 
bill do pass.

                          Purpose of the Bill

    The purpose of H.R. 6199 is to revise the boundary of the 
Ste. Genevieve National Historical Park in the State of 
Missouri.

                  Background and Need for Legislation

    H.R. 6199 would revise the boundary of the Ste. Genevieve 
National Historical Park\1\ in the State of Missouri. The 
legislation provides for the Secretary of the Interior to 
acquire, by donation, the land (including any improvements to 
the land) that is currently owned by the city of Ste. 
Genevieve, Missouri, and used as a visitor center for the 
Historical Park.

    As the oldest European settlement west of the Mississippi 
River, Ste. Genevieve represents the early French colonial 
history of the United States as part of Missouri's heritage and 
early American identity. The National Park Service (NPS) 
released its final Ste. Genevieve Special Resource Study in May 
2016, which found that portions of the Ste. Genevieve historic 
district met the criteria for inclusion in the National Park 
System.\2\ Based on the study's findings, Congress passed 
legislation in 2018 establishing the Ste. Genevieve National 
Historical Park.\3\

    Since September 2020, NPS has been managing visitor 
operations out of the Ste. Genevieve welcome center, a site 
owned by the city of Ste. Genevieve. This building has become 
an introductory spot for visitors to learn about the park and 
programs, reserve a free house tour time slot, watch the 10-
minute introductory video, and obtain other general 
information.

                            Committee Action

    H.R. 6199 was introduced on December 8, 2021, by 
Representative Jason Smith (R-MO). The bill was referred solely 
to the Committee on Natural Resources, and within the Committee 
to the Subcommittee on National Parks, Forests, and Public 
Lands. On February 3, 2022, the Subcommittee held a hearing on 
the bill. On February 16, 2022, the Natural Resources Committee 
met to consider the bill. The Subcommittee was discharged by 
unanimous consent. No amendments were offered, and the bill was 
adopted and ordered favorably reported to the House of 
Representatives by unanimous consent.

                                Hearings

    For the purposes of clause 3(c)(6) of House rule XIII, the 
following hearing was used to develop or consider this measure: 
hearing by the Subcommittee on National Parks, Forests, and 
Public Lands held on February 3, 2022.

            Committee Oversight Findings and Recommendations

    Regarding clause 2(b)(1) of rule X and clause 3(c)(1) of 
rule XIII of the Rules of the House of Representatives, the 
Committee on Natural Resources' oversight findings and 
recommendations are reflected in the body of this report.

           Compliance With House Rule XIII and Congressional 
                               Budget Act

    1. Cost of Legislation and the Congressional Budget Act. 
With respect to the requirements of clause 3(c)(2) and (3) of 
rule XIII of the Rules of the House of Representatives and 
sections 308(a) and 402 of the Congressional Budget Act of 
1974, as well as clause 3(d) of rule XIII of the Rules of the 
House of Representatives, the Committee has received the 
following estimate for the bill from the Director of the

    H.R. 6199 would revise the boundary of Ste. Genevieve 
National Historical Park in Missouri. The bill would authorize 
the Secretary of the Interior to acquire by donation, land 
owned by the city of Ste. Genevieve to be used as the visitor 
center for the historical park. Currently, the National Park 
Service (NPS) operates a visitor center on that property under 
an agreement with the city.
    Using information from the NPS, CBO expects that the agency 
would acquire the site by donation in the first year following 
enactment. CBO estimates that the administrative costs 
associated with acquiring the land and updating maps would be 
insignificant; any spending would be subject to the 
availability of appropriated funds.
    The CBO staff contact for this estimate is Madeleine Fox. 
The estimate was reviewed by H. Samuel Papenfuss, Deputy 
Director of Budget Analysis.
    2. General Performance Goals and Objectives. As required by 
clause 3(c)(4) of rule XIII, the general performance goals and 
objectives of this bill are to revise the boundary of the Ste. 
Genevieve National Historical Park in the State of Missouri.

                           Earmark Statement

    This bill does not contain any Congressional earmarks, 
limited tax benefits, or limited tariff benefits as defined 
under clause 9(e), 9(f), and 9(g) of rule XXI of the Rules of 
the House of Representatives.

                 Unfunded Mandates Reform Act Statement

    According to CBO, this bill contains no unfunded mandates 
as defined by the Unfunded Mandates Reform Act.

                           Existing Programs

    This bill does not establish or reauthorize a program of 
the federal government known to be duplicative of another 
program.

                  Applicability to Legislative Branch

    The Committee finds that the legislation does not relate to 
the terms and conditions of employment or access to public 
services or accommodations within the meaning of section 
102(b)(3) of the Congressional Accountability Act.

               Preemption of State, Local, or Tribal Law

    Any preemptive effect of this bill over state, local, or 
tribal law is intended to be consistent with the bill's 
purposes and text and the Supremacy Clause of ArticleVI of the 
U.S. Constitution.

SEC. 7134. STE. GENEVIEVE NATIONAL HISTORICAL PARK.

  (a) Definitions.--In this section:
          (1) Historic district.--The term ``Historic 
        District'' means the Ste. Genevieve Historic District 
        National Historic Landmark, as generally depicted on 
        the Map.
          (2) Historical park.--The term ``Historical Park'' 
        means the Ste. Genevieve National Historical Park 
        established by subsection (b).
          (3) Map.--The term ``Map'' means the map entitled 
        ``Ste. Genevieve National Historical Park Proposed 
        Boundary Addition'', [numbered 571/149,942, and dated 
        December 2018] numbered 571/177,464, and dated 
        September 2021.
          (4) Special resource study.--The term ``special 
        resource study'' means the study entitled ``Ste. 
        Genevieve Final Special Resources Study and 
        Environmental Assessment, Missouri'' and dated May 
        2016.
          (5) State.--The term ``State'' means the State of 
        Missouri.
  (b) Establishment.--
          (1) In general.--Subject to paragraph (2), there is 
        established the Ste. Genevieve National Historical Park 
        in the State as a unit of the National Park System to 
        preserve, protect, and interpret for the benefit of 
        present and future generations the themes of French 
        settlement, vernacular architecture, and community form 
        and farming on the frontier associated with Ste. 
        Genevieve.
          (2) Conditions for establishment.--The Historical 
        Park shall not be established until the date on which 
        the Secretary determines that--
                  (A) sufficient land has been acquired for the 
                Historical Park to constitute a manageable 
                unit; and
                  (B) the Secretary has entered into a written 
                agreement providing that land owned by the 
                State, the City of Ste. Genevieve, or other 
                entity within the Historic District shall be 
                managed consistent with the purposes of this 
                section.
  (c) Boundaries.--The boundaries of the Historical Park shall 
be the boundaries generally depicted on the Map.
  (d) Availability of Map.--
          (1) In general.--The Map shall be on file and 
        available for public inspection in the appropriate 
        offices of the National Park Service.
          (2) Authority to correct errors.--The Secretary may 
        correct any clerical or typographical errors in the 
        Map.
  (e) Acquisition Authority.--
          (1) In general.--The Secretary may acquire any land 
        or interest in land located within the boundary of the 
        Historical Park or any nationally significant property 
        identified in the special resource study within the 
        Historic District by--
                  (A) donation;
                  (B) purchase with donated or appropriated 
                funds; or
                  (C) exchange.
          (2) Boundary revision.--On the acquisition of any 
        property within the Historic District under paragraph 
        (1), the Secretary shall revise the boundary of the 
        Historical Park to include the property.
          (3) Visitor center.--The Secretary--
                  (A) may acquire, by donation, the land 
                (including any improvements to the land) owned 
                by the city of Ste. Genevieve, Missouri, and 
                used as the visitor center for the Historical 
                Park, as generally depicted on the Map as 
                ``Proposed Boundary Addition''; and
                  (B) on acquisition of the land described in 
                subparagraph (A), shall revise the boundary of 
                the Historical Park to include the acquired 
                land.
  (f) Administration.--
          (1) In general.--The Secretary shall administer the 
        Historical Park in accordance with--
                  (A) this section; and
                  (B) the laws generally applicable to units of 
                the National Park System, including--
                          (i) section 100101(a), chapter 1003, 
                        and sections 100751(a), 100752, 100753, 
                        and 102101 of title 54, United States 
                        Code; and
                          (ii) chapter 3201 of title 54, United 
                        States Code.
          (2) Management plan.--
                  (A) In general.--Not later than 3 years after 
                the date on which funds are made available to 
                prepare a general management plan for the 
                Historical Park, the Secretary shall prepare 
                the general management plan in accordance with 
                section 100502 of title 54, United States Code.
                  (B) Submission to congress.--On completion of 
                the general management plan under subparagraph 
                (A), the Secretary shall submit to the 
                Committee on Natural Resources of the House of 
                Representatives and the Committee on Energy and 
                Natural Resources of the Senate the general 
                management plan.
          (3) Related sites.--The Secretary may provide 
        interpretative tours and educational programs at 
        related historic and cultural sites within the Historic 
        District associated with the purposes for which the 
        Historical Park is established.
  (g) Cooperative Agreements.--
          (1) In general.--The Secretary may provide technical 
        assistance and enter into cooperative agreements with 
        the owner of a nationally significant property within 
        the Historical Park or the Historic District, to 
        identify, mark, interpret, improve, and restore the 
        property.
          (2) Right of access.--A cooperative agreement entered 
        into under paragraph (1) shall provide that the 
        Secretary, acting through the Director of the National 
        Park Service, shall have the right of access at all 
        reasonable times to all public portions of the property 
        covered by the agreement for the purposes of--
                  (A) conducting visitors through the property; 
                and
                  (B) interpreting the property for the public.
          (3) Cost-sharing requirement.--
                  (A) Federal share.--The Federal share of the 
                total cost of any activity carried out under a 
                cooperative agreement entered into under this 
                subsection shall be not more than 50 percent.
                  (B) Form of non-federal share.--The non-
                Federal share of an activity carried out under 
                a cooperative agreement entered into under this 
                subsection may be in the form of donated 
                property, goods, or services fairly valued.
          (4) Changes or alterations.--No changes or 
        alterations shall be made to any property or project 
        covered by a cooperative agreement entered into under 
        paragraph (1) unless the Secretary and the other party 
        to the agreement agree to the changes or alterations.
          (5) Conversion, use, or disposal.--Any payment by the 
        Secretary under this subsection shall be subject to an 
        agreement that the conversion, use, or disposal of a 
        property or project for purposes contrary to the 
        purposes of this section, as determined by the 
        Secretary, shall entitle the United States to 
        reimbursement in any amount equal to the greater of--
                  (A) the amounts made available to the 
                property or project by the United States; or
                  (B) the portion of the increased value of the 
                property or project attributable to the amounts 
                made available under this subsection, as 
                determined at the time of the conversion, use, 
                or disposal.
  (h) Limited Role of the Secretary.--Nothing in this section 
authorizes the Secretary to assume overall financial 
responsibility for the operation, maintenance, or management of 
the Historic District.
