SPECIAL REPORT ON COMMITTEE ACTIVITIES
Summary
The Committee on Energy and Natural Resources conducted an
extensive oversight and legislative program during the 115th
Congress. A total of 511 bills and resolutions, 40 nominations,
184 executive communications, and 55 petitions and memorials
were referred to the Committee for consideration.
The Committee and its four subcommittees held a total of 86
public hearings, including four field hearings, during the
115th Congress. These hearings included 48 oversight hearings,
17 legislative hearings, two joint legislative and oversight
hearings, and 15 nomination hearings. The Committee also held
15 business meetings.
Action was completed on a broad range of oversight,
legislative, and executive matters. A total of 158 bills and
one funding resolution were reported by the Committee.
Of the 159 bills and resolutions reported by the Committee,
50 were signed into law. In addition, approximately 19 other
measures considered by the Committee were enacted into law as
part of measures not otherwise under the Committee's
jurisdiction.
A total of 40 nominations of 36 individuals submitted by
President Trump were referred to the Committee during the 115th
Congress. Of the 40 nominations, 40 were reported by the
Committee, of which 27 were confirmed by the Senate.
The Committee filed 158 reports on measures it ordered
reported, and published 75 hearing records.
Membership
The Senate appointed majority and minority members of the
Committee for the 115th Congress with the adoption of S. Res.
369 (majority) and S. Res. 370 (minority) on January 9, 2018.
S. Res. 369 appointed Senator Murkowski as Chairman and S. Res
370 appointed Senator Cantwell as Ranking Member. The Senate
reconstituted the membership of the Committee with the adoption
of S. Res. 57 on February 9, 2017 to appoint Senator Strange to
the vacancy left by Senator Sessions. The Senate also adopted
S. Res. 370 on January 9, 2018 to appoint Senator Smith to the
Committee to fill the vacancy left by Senator Franken.
Jurisdiction
Rule XXV(1)(g)(1) of the Standing Rules of the Senate
provides the Committee on Energy and Natural Resources with
jurisdiction over all proposed legislation, messages,
petitions, memorials, and other matters relating to the
following subjects: matters relating to the following subjects:
1. Coal production, distribution, and utilization.
2. Energy policy.
3. Energy regulation and conservation.
4. Energy related aspects of deepwater ports.
5. Energy research and development.
6. Extraction of minerals from oceans and Outer
Continental Shelf lands.
7. Hydroelectric power, irrigation, and reclamation.
8. Mining education and research.
9. Mining, mineral lands, mining claims, and mineral
conservation.
10. National parks, recreation areas, wilderness
areas, wild and scenic rivers, historical sites,
military parks and battlefields, and on the public
domain, preservation of prehistoric ruins and objects
of interest.
11. Naval petroleum reserves in Alaska.
12. Nonmilitary development of nuclear energy.
13. Oil and gas production and distribution.
14. Public lands and forests, including farming and
grazing thereon, and mineral extraction therefrom.
15. Solar energy systems.
16. Territorial possessions of the United States,
including trusteeships.
FULL COMMITTEE

JURISDICTION
During the 115th Congress, the Full Committee retained
jurisdiction, without reference to a subcommittee, over the
following matters: National Energy Policy, including
international energy affairs and emergency preparedness;
nuclear waste policy; privatization of federal assets;
territorial policy (including changes in status and issues
affecting Antarctica); Native Hawaiian matters; and ad hoc
issues. In addition, other issues are retained in the Full
Committee on an ad hoc basis. Generally, these are issues which
(1) require expeditious handling, or (2) substantially overlap
two or more subcommittee jurisdictions, or (3) are of
exceptional national significance in which all Members wished
to participate fully.
NOMINATIONS
Forty presidential nominations of 36 individuals (including
first and second nominations of the same individual) were
referred to the Committee during the 115th Congress.
Of the 23 nominations submitted during the first session,
18 were confirmed, one remained in status quo at the end of the
first session by unanimous consent, notwithstanding the
provisions of rule XXXI, paragraph six, of the Standing Rules
of the Senate, and four were returned to the President at the
end of the first session pursuant to rule XXXI, paragraph six
of the Standing Rules of the Senate.
Of the 17 nominations submitted during the second session
(including the nomination that remained in status quo between
the first and second session and the four nominations
resubmitted after the original nominations were returned at the
end of the first session) eight were confirmed (including one
of the resubmitted nominations) two were withdrawn by the
President (both of which had been resubmitted after the
original nominations were returned at the end of the first
session), and seven of the nominations were returned to the
President at the end of the second session (including one that
had been resubmitted after having been returned at the end of
the first session) under the provisions of rule XXXI, paragraph
6, of the Standing Rules of the Senate.
