   WAIVING A REQUIREMENT OF CLAUSE 6(A) OF RULE XIII WITH RESPECT TO 
  CONSIDERATION OF CERTAIN RESOLUTIONS REPORTED FROM THE COMMITTEE ON 
 RULES, AND PROVIDING FOR CONSIDERATION OF MOTIONS TO SUSPEND THE RULES

              Mr. Sessions, from the Committee on Rules, 
                        submitted the following

                              R E P O R T

                      [To accompany H. Res. 1020]

    The Committee on Rules, having had under consideration 
House Resolution 1020, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution waives clause 6(a) of rule XIII (requiring a 
two-thirds vote to consider a rule on the same day it is 
reported from the Rules Committee) against any resolution 
reported from the Rules Committee through the legislative day 
of July 27, 2018 relating to a measure authorizing 
appropriations for the Department of Defense.
    Section 2 of the resolution provides that it shall be in 
order at any time on the legislative day of July 26, 2018, or 
July 27, 2018, for the Speaker to entertain motions that the 
House suspend the rules relating to a measure authorizing 
appropriations for the Department of Defense.
    Section 3 of the resolution provides that the Committee on 
Appropriations may, at any time before 3 p.m. on Thursday, 
August 2, 2018, file privileged reports to accompany measures 
making appropriations for the fiscal year ending September 30, 
2019.
