The Committee on Natural Resources, to whom was referred
the bill (H.R. 4134) to redesignate the White Clouds Wilderness
in the Sawtooth and Challis National Forests in the State of
Idaho as the Cecil D. Andrus-White Clouds Wilderness in honor
of former Idaho Governor and Secretary of the Interior Cecil D.
Andrus, having considered the same, report favorably thereon
without amendment and recommend that the bill do pass.
Purpose of the Bill
The purpose of H.R. 4134 is redesignate the White Clouds
Wilderness in the Sawtooth and Challis National Forests in the
State of Idaho as the Cecil D. Andrus-White Clouds Wilderness
in honor of former Idaho Governor and Secretary of the Interior
Cecil D. Andrus.
Background and Need for Legislation
Cecil Dale Andrus, born August 25, 1931, started his
political career in the Idaho State Senate in 1960, when he was
29 years of age. He served four terms before running for higher
office, and in 1970 he was elected Governor of Idaho. After one
term as governor, Andrus was appointed Secretary of the
Interior by President Jimmy Carter and served in the position
from 1977 until 1981. Following his service in the Carter
Administration, Andrus returned to Idaho and was re-elected
governor in 1974, 1986, and 1990.\1\

As Governor of Idaho, Andrus played a key role supporting
the designation of Idaho's Sawtooth Wilderness Area. As a
result of his work in support for conservation, Andrus was
awarded the Ansel Adams Award from the Wilderness Society in
1985.\2\

Designated by Public Law 114-46 as a wilderness area in
2015, the White Clouds Wilderness consists of approximately
90,769 acres stretching along the Salmon River in the Sawtooth
National Recreation Area in Idaho. Much of the area is managed
by the United States Forest Service, with a small portion
managed by the Bureau of Land Management.\3\ The area features
mountains, lakes, creeks, and an abundance of wildlife. The
White Clouds Wilderness offers places to fish, camp, and hike
and is renowned for its fields of wildflowers in the summer.\4\

Andrus died August 24, 2017, from complications related to
lung cancer.\5\ H.R. 4134 would redesignate the White Clouds
Wilderness in the Sawtooth and Challis National Forests in the
State of Idaho as the Cecil D. Andrus-White Clouds Wilderness
to honor his life and legacy.

Committee Action
H.R. 4134 was introduced on October 25, 2017, by
Congressman Michael K. Simpson (R-ID). The bill was referred to
the Committee on Natural Resources, and within the Committee to
the Subcommittee on Federal Lands. On February 14, 2018, the
Natural Resources Committee met to consider the bill. The
Subcommittee was discharged by unanimous consent. No amendments
were offered and the bill was ordered favorably reported to the
House of Representatives by unanimous consent.
Committee Oversight Findings and Recommendations
Regarding clause 2(b)(1) of rule X and clause 3(c)(1) of
rule XIII of the Rules of the House of Representatives, the
Committee on Natural Resources' oversight findings and
recommendations are reflected in the body of this report.

With respect to the requirements of clause 3(c)(2) and (3) of
rule XIII of the Rules of the House of Representatives and
sections 308(a) and 402 of the Congressional Budget Act of

Dear Mr. Chairman: The Congressional Budget Office has
reviewed H.R. 4134, the Cecil D. Andrus-White Clouds Wilderness
Redesignation Act, as ordered reported by the House Committee
on Natural Resources on February 14, 2018.
CBO estimates that enacting H.R. 4134 would have no
significant effect on the federal budget and would not affect
direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.
CBO estimates that enacting the bill would not increase net
direct spending or on-budget deficits in any of the four
consecutive 10-year periods beginning in 2028.
H.R. 4134 contains no intergovernmental or private-sector
mandates as defined in the Unfunded Mandates Reform Act.

in honor of former Idaho Governor and Secretary of the Interior
Cecil D. Andrus.

ACT

TITLE I--WILDERNESS DESIGNATIONS
SEC. 101. ADDITIONS TO NATIONAL WILDERNESS PRESERVATION SYSTEM IN THE
STATE OF IDAHO.
(a) Hemingway-Boulders Wilderness.--In accordance with the
Wilderness Act (16 U.S.C. 1131 et seq.), certain Federal lands
in the Sawtooth and Challis National Forests in the State of
Idaho, comprising approximately 67,998 acres, as generally
depicted on the map entitled ``Hemingway/Boulders Wilderness
Area-Proposed'' and dated February 25, 2015, are designated as
wilderness and as a component of the National Wilderness
Preservation System, which shall be known as the ``Hemingway-
Boulders Wilderness''.
(b) [White] Cecil D. Andrus-White Clouds Wilderness.--In
accordance with the Wilderness Act (16 U.S.C. 1131 et seq.),
certain Federal lands in the Sawtooth and Challis National
Forests in the State of Idaho, comprising approximately 90,769
acres, as generally depicted on the map entitled ``White Clouds
Wilderness Area-Proposed'' and dated March 13, 2014, are
designated as wilderness and as a component of the National
Wilderness Preservation System, which shall be known as the
``[White] Cecil D. Andrus-White Clouds Wilderness''.
(c) Jim McClure-Jerry Peak Wilderness.--In accordance with
the Wilderness Act (16 U.S.C. 1131 et seq.), certain Federal
lands in the Challis National Forest and Challis District of
the Bureau of Land Management in the State of Idaho, comprising
approximately 116,898 acres, as generally depicted on the map
entitled ``Jim McClure-Jerry Peak Wilderness'' and dated
February 21, 2015, are designated as wilderness and as a
component of the National Wilderness Preservation System, which
shall be known as the ``Jim McClure-Jerry Peak Wilderness''.
(d) Maps and Legal Descriptions.--
(1) In general.--As soon as practicable after the
date of enactment of this Act, the Secretary shall
submit to the Committee on Energy and Natural Resources
of the Senate and the Committee on Natural Resources of
the House of Representatives a map and legal
description for each wilderness area.
(2) Effect.--Each map and legal description submitted
under paragraph (1) shall have the same force and
effect as if included in this Act, except that the
Secretary may correct minor errors in the map or legal
description.
(3) Availability.--Each map and legal description
submitted under paragraph (1) shall be available in the
appropriate offices of the Forest Service or the Bureau
of Land Management.
