 PROVIDING FOR CONSIDERATION OF THE CONFERENCE REPORT TO ACCOMPANY THE 
     BILL (H.R. 2112) MAKING APPROPRIATIONS FOR AGRICULTURE, RURAL 
    DEVELOPMENT, FOOD AND DRUG ADMINISTRATION, AND RELATED AGENCIES 
 PROGRAMS FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2012, AND FOR OTHER 
                                PURPOSES

                       [To accompany H. Res. 467]

    The Committee on Rules, having had under consideration 
House Resolution 467, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of the conference 
report to accompany H.R. 2112, the Agriculture, Rural 
Development, Food & Drug Administration and Related Agencies 
Appropriations Act, 2012. The resolution waives all points of 
order against the conference report and against its 
consideration. The resolution provides that the conference 
report shall be considered as read. Finally, the resolution 
provides that the previous question shall be considered as 
ordered without intervention of any motion except one hour of 
debate and one motion to recommit if applicable.
    Debate on the conference report is divided pursuant to 
clause 8(d) of rule XXII.

                         EXPLANATION OF WAIVERS

    The waiver of all points of order against the conference 
report and against its consideration includes a waivers of the 
following:
    Section 302(f) of the Congressional Budget Act, prohibiting 
consideration of a measure which causes the applicable 
allocation of new budget authority under subsections 302(a) or 
(b) to be exceeded;
    Clause 5 of rule XXII, prohibiting House conferees from 
agreeing to certain Senate amendments in violation of certain 
provisions rule XXI;
    Clause 9 of rule XXII, prohibiting the inclusion of matter 
in a conference report not committed to the conference by 
either House; and,
    Clause 10 of rule XXII, prohibiting non-germane Senate 
matter in conference reports and amendments in disagreement.
    While the conference report was filed in the House and made 
publicly available electronically on the Internet Web site of 
the Committee on Rules on Monday, November 14, and also printed 
in that day's edition of the Congressional Record, the 
Government Printing Office has notified the Committee that it 
may not be able to make printed copies of the conference report 
available to Members until Thursday, November 17. Therefore, it 
is possible that the waiver of all points of order against the 
consideration of the conference report may also include a 
waiver of clause 8 of rule XXII, which in part requires that 
printed copies of a conference report and accompanying joint 
explanatory statement be made available to Members at least two 
hours prior to consideration of a conference report.
    The Committee urges the Government Printing Office to meet 
the needs of the House for printed copies of the conference 
report.
