In addition, the revisions take from Defense about $1.3 billion in outlays and nearly $200 million in outlays from Homeland in order to plus up Labor, HHS and Education by over $1 billion and plus up Agriculture by $502 million in outlays. Democrats on the Committee continue to strongly disagree with the underlying allocation. It is unrealistic and ignores commonsense economics. The cuts required in the Ryan budget far exceed discretionary cuts recommended by the Bowles-Simpson Deficit Reduction Commission and the Domenici-Rivlin Commission. Both commissions warned Congress not to cut so abruptly as to imperil the fragile economic recovery. The underlying allocations ignore that sensible advice and would impede, not encourage, economic growth and job creation. Subcommittee by subcommittee, the underlying allocations prevent this Committee from undertaking critical investments in America's future. But the Committee is not reconsidering the underlying allocations. The revisions before the Committee are reasonable and we have no objections. Norman D. Dicks.
