  SAME DAY CONSIDERATION OF CERTAIN RESOLUTIONS REPORTED BY THE RULES

    Mr. Putnam, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 242]

    The Committee on Rules, having had under consideration 
House Resolution 242, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution waives clause 6(a) of rule XIII (requiring a 
two-thirds vote to consider a rule on the same day it is 
reported from the Rules Committee) against certain resolutions 
reported from the Rules Committee. The rule applies the waiver 
to any special rule reported on the legislative day of 
Thursday, April 28, 2005, providing for consideration or 
disposition of a conference report to accompany the concurrent 
resolution (H. Con. Res. 95) establishing the congressional 
budget for the United States Government for fiscal year 2006, 
revising appropriate budgetary levels for fiscal year 2005, and 
setting forth appropriate budgetary levels for fiscal years 
2007 through 2010 or establishing a separate order relating to 
budget enforcement.
