  Mr. Lincoln Diaz-Balart, from the Committee on Rules, submitted the 
                               following

                              R E P O R T

                       [To accompany H. Res. 426]

    The Committee of Rules, having had under consideration 
House Resolution 426, by a non-record vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides that suspensions will be in order 
at any time on the legislative day of Thursday, September 8, 
2005. The rule further provides that the Speaker or his 
designee will consult with the Minority Leader or her designee 
on any suspension considered under the rule.
