PROVIDING FOR CONSIDERATION OF THE SENATE AMENDMENT TO H.R. 743, SOCIAL 
                    SECURITY PROTECTION ACT OF 2003

    Mr. Linder, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 520]

    The Committee on Rules, having had under consideration 
House Resolution 520, by a non-record vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for the consideration of a motion 
offered by the chairman of the Committee on Ways and Means, or 
his designee, to concur in the Senate amendment. The rule 
provides one hour of debate in the House on the motion equally 
divided and controlled by the chairman and ranking minority 
member of the Committee on Ways and Means. The rule provides 
that the Senate amendment and the motion shall be considered as 
read. The rule waives all points of order against consideration 
of the motion to concur in the Senate amendment.
    Finally, the rule provides that the previous question shall 
be considered as ordered on the motion to final adoption 
without intervening motion.
