  Mr. Oxley, from the Committee on Financial Services, submitted the 

                          SUPPLEMENTAL REPORT

                        [To accompany H.R. 2143]

    The Committee on Financial Services, to whom was referred 
the bill (H.R. 2143) to prevent the use of certain bank 
instruments for unlawful Internet gambling, and for other 
purposes, having considered the same, reported favorably 
thereon without amendment and recommended that the bill do 


    Pursuant to clause 3(a)(2) of rule XIII of the Rules of the 
House of Representatives for the 108th Congress, the Committee 
on Financial Services is filing this supplemental report to 
correct an error in the report to accompany H.R. 2143, the 
Unlawful Internet Gambling Funding Prohibition Act (H. Rept. 
    Due to a technical error at the Office of Legislative 
Counsel, the original committee report incorrectly identified 
the bill as having been ordered favorably reported with an 
amendment in the nature of a substitute and printed that 
amendment. The Committee did not consider any amendments to the 
    As correctly noted in the section of the report entitled 
``Committee Consideration'' and also noted above, the Committee 
met in open session on May 21, 2003 and ordered H.R. 2143, the 
Unlawful Internet Gambling Funding Prohibition Act, reported to 
the House with a favorable recommendation by a voice vote, 
without amendment.
