The Committee on Rules, having had under consideration
House Resolution 131, by a nonrecord vote, report the same to
the House with the recommendation that the resolution be
adopted.
summary of provisions of the resolution
The resolution waives clause 6(a) of rule XIII (requiring a
two-thirds vote to consider a rule on the same day it is
reported from the Rules Committee) against certain resolutions
reported from the Rules Committee. The rule applies the waiver
to any special rule reported on the legislative day of May 8,
2001, providing for consideration or disposition of any
conference report to accompany the concurrent resolution (H.
Con. Res. 83) establishing the congressional budget for the
United States Government for fiscal year 2002.
