The Committee on Rules, having had under consideration
House Resolution 264, by a nonrecord vote, report the same to
the House with the recommendation that the resolution be
adopted.
summary of provisions of the resolution
The resolution provides for consideration of H.R. 2975, the
Provide Appropriate Tools Required to Intercept and Obstruct
Terrorism (PATRIOT) Act of 2001, under a closed rule. The rule
provides one hour of debate in the House equally divided and
controlled by the chairman and ranking minority member of the
Committee on the Judiciary. The rule provides that, in lieu of
the amendment recommended by the Committee on the Judiciary now
printed in the bill, the text of H.R. 3108 shall be considered
as adopted. The rule waives all points of order against the
bill, as amended.
Finally, the rule provides one motion to recommit with or
without instructions.

countries who participate in the visa waiver program.
