   Mrs. Myrick, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 237]

    The Committee on Rules, having had under consideration 
House Resolution 237, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                summary of provisions of the resolution

    The resolution waives clause 6(a) of rule XIII (requiring a 
two-thirds vote to consider a rule on the same day it is 
reported from the Rules Committee) against certain resolutions 
reported from the Rules Committee. The rule applies the waiver 
to any special rule reported on the legislative day of 
September 14, 2001, providing for consideration or disposition 
of a bill making emergency supplemental appropriations for 
fiscal year 2001 for additional disaster assistance, for 
antiterrorism initiatives, for assistance in the recovery from 
the tragedy that occurred on September 11, 2001, and for other 
purposes, any amendment thereto, any conference report thereon, 
or any amendment reported in disagreement from a conference 
thereon.
