Con. Res. 31 is a resolution expressing the sense of the House of Representatives regarding the importance of organ, tissue, bone marrow, and blood donation, and bringing greater public attention to these matters through National Donor Day. BACKGROUND AND NEED FOR LEGISLATION Despite the many medical advances in the field of organ donation, and the charity and sacrifice of ordinary Americans who donate their organs to help others in need, more than 15 people per day die because of a shortage of donor organs. Studies indicate that 70,000 individuals await organ transplants at any given moment. Soft tissues are also in great demand. An estimated 32,000 units of blood are used in the US every day. While as many as 95 percent of Americans are going to need a blood transfusion sometime in their lives, only 5 percent of Americans donate blood. It is estimated that the past three designated ``National Donor Days'' raised nearly 25,000 units of blood, added over 4,000 potential donors to the National Marrow Donor Program Registry, and distributed tens of thousands of organ and tissue pledge cards. HEARINGS The Committee on Energy and Commerce has not held hearings on the legislation. COMMITTEE CONSIDERATION On February 28, 2001, the Full Committee met in open markup session and ordered H. Con. Res. 31 reported to the House, without amendment, by a voice vote, a quorum being present. COMMITTEE VOTES Clause 3(b) of rule XIII of the Rules of the House requires the Committee to list the record votes on the motion to report legislation and amendments thereto. There were no record votes taken in connection with ordering H. Con. Res. 31 reported. A motion by Mr. Tauzin to order H. Con. Res. 31 reported to the House, without amendment, was agreed to by a voice vote, a quorum being present. COMMITTEE OVERSIGHT FINDINGS Pursuant to clause 3(c)(1) of rule XIII of the Rules of the House of Representatives, the Committee has not held oversight or legislative hearings on this legislation. STATEMENT OF GENERAL PERFORMANCE GOALS AND OBJECTIVES This legislation will improve the rate of organ donations by providing increased awareness for the need for donations. NEW BUDGET AUTHORITY, ENTITLEMENT AUTHORITY, AND TAX EXPENDITURES In compliance with clause 3(c)(2) of rule XIII of the Rules of the House of Representatives, the Committee finds that H. Con. Res. 31, a resolution expressing the sense of the House of Representatives regarding the importance of organ, tissue, bone marrow, and blood donation, and bringing greater public attention to these matters through National Donor Day, would result in no new or increased budget authority, entitlement authority, or tax expenditures or revenues. COMMITTEE COST ESTIMATE The Committee finds that H. Con. Res. 31 will result in no new costs to the Federal government. CONGRESSIONAL BUDGET OFFICE ESTIMATE The Congressional Budget Office does not customarily estimate costs of resolutions. ADVISORY COMMITTEE STATEMENT No advisory committees within the meaning of section 5(b) of the Federal Advisory Committee Act were created by this legislation. APPLICABILITY TO LEGISLATIVE BRANCH The Committee finds that the legislation does not relate to the terms and conditions of employment or access to public services or accommodations within the meaning of section 102(b)(3) of the Congressional Accountability Act. SECTION-BY-SECTION ANALYSIS OF THE LEGISLATION This resolution expresses the sense of the House of Representatives regarding the importance of organ, tissue, bone marrow, and blood donation, and bringing greater public attention to these matters through National Donor Day. CHANGES IN EXISTING LAW MADE BY THE BILL, AS REPORTED This legislation does not amend any existing Federal statute.
