    AFFIRMATION OF THE UNITED STATES RECORD ON THE ARMENIAN GENOCIDE

   Mr. Reynolds, from the Committee on Rules, submitted the following

                       [To accompany H. Res. 625]

    The Committee on Rules, having had under consideration 
House Resolution 625, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                summary of provisions of the resolution

    The resolution provides for the consideration of House 
Resolution 596, the Affirmation of the United States Record on 
the Armenian Genocide, under a closed rule. The rule provides 
one hour of debate in the House divided equally between the 
chairman and ranking minority member of the Committee on 
International Relations.
    The rule further provides that the amendment in the nature 
of a substitute recommended by the Committee on International 
Relations now printed in the resolution shall be considered as 
adopted. Finally, the rule provides for one motion to recommit.
