  SAME DAY CONSIDERATION OF CERTAIN RESOLUTIONS REPORTED BY THE RULES 
  COMMITTEE

 Mr. Diaz-Balart, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 375]

    The Committee on Rules, having had under consideration 
House Resolution 375, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                  summary of provisions of resolution

    The resolution waives the provisions of clause 6(a) of rule 
XIII (requiring a two-thirds vote to consider a rule on the 
same day it is reported from the Rules Committee) against 
resolutions reported from the Rules Committee on or before 
November 17, 1999, that provide for consideration of a bill or 
joint resolution making continuing appropriations for the 
fiscal year 2000, any amendment thereto, a conference report 
thereon, or any amendment reported in disagreement from a 
conference thereon. The waiver also applies to the 
consideration of a bill or joint resolution making general 
appropriations for the fiscal year ending September 30, 2000, 
or any amendment thereto, any conference report thereon, or any 
amendment report in disagreement from a conference thereon.
