The Committee on Rules, having had under consideration
House Resolution 359, by nonrecord vote, report the same to the
House with the recommendation that the resolution be adopted.
Summary of Provisions of Resolution
The resolution provides for the consideration of H.R. 3196,
the Foreign Operations, Export Financing, and Related Programs
Appropriations Bill, 2000, under a structured rule. The rule
provides one hour of debate in the House divided equally
between the chairman and ranking minority member of the
Committee on Appropriations.
The rule provides that the bill shall be considered as read
for amendment. The rule further provides that the amendment
printed in this report shall be in order without intervention
of any point of order or demand for division of the question,
shall be considered as read, and shall be separately debatable
for the time specified in the report equally divided and
controlled by the proponent and an opponent. Finally, the rule
provides one motion to recommit, with or without instructions.
Summary of Amendment to be Offered by Representative Young of Florida
and Made in Order Under the Rule
The amendment would appropriate a total of $1,825 million
associated with the President's request for implementation of
the Wye River Accord, including: $1.2 billion in military
support for Israel; $400 million in economic support and
assistance for the West Bank/Gaza; $200 million in support for
Jordan, including $50 million in economic support and
assistance and $150 million for military support; and $25
million in military support for Egypt.
The amendment would have no net impact on the deficit in
fy2000, since the outlays are offset by a reduction of $407
million in early disbursal for Israel's regular military
assistance of $1.920 billion; this reduction in early disbursal
would have no impact on the total appropriation of $1.920
billion for Israel contained under the military assistance
account in the regular bill. The funding is designated as an
emergency due to the need to account for the budget authority
in the amendment. The amendment also continues current policy
that provides 26.3% of Israel's military assistance for
procurement of goods and services in Israel. The appropriation
for Egypt is provided in lieu of the request of the
Administration to provide a separate ``interest bearing''
account for Egyptian military assistance; the Administration's
proposal would have generated $470 million in new outlays. The
practical effect of the appropriation of $25 million is to
provide Egypt with approximately the same level of funding they
would have received from an interest bearing account. This
amendment fully funds the request of the President for the Wye
River Accord. The amendment also provides an additional $150
million for the International Development Association; an
additional $50 million for the African Development Fund; and
$16 million for the Inter-American Investment Corporation, in
order to address needs in Latin America and Africa, and
elsewhere in the world.

assistance for Jordan and for the West Bank and Gaza,
$450,000,000, to remain available until September 30, 2002:
Provided, That the entire amount is designated by the Congress
as an emergency requirement pursuant to section 251(b)(2)(A) of
the Balanced Budget and Emergency Deficit Control Act of 1985,
as amended: Provided further, That the entire amount provided
shall be available only to the extent that an official budget
request that includes designation of the entire amount as an
emergency requirement pursuant to section 251(b)(2)(A) of the
Balanced Budget and Emergency Deficit Control Act of 1985, as
amended, is transmitted by the President to the Congress.
MILITARY ASSISTANCE

For an additional amount for ``Foreign Military Financing
Program'', $1,375,000,000, to remain available until September
30, 2002, of which $1,200,000,000 shall be for grants only for
Israel, $25,000,000 shall be for grants only for Egypt, and
$150,000,000 shall be for grants only for Jordan: Provided,
That funds appropriated under this heading shall be
nonrepayable, notwithstanding section 23 of the Arms Export
Control Act: Provided further, That funds appropriated under
this heading shall be expended at the minimum rate necessary to
make timely payment for defense articles and services: Provided
further, That to the extent that the Government of Israel
requests that funds be used for such purposes, grants made
available for Israel by this paragraph shall, as agreed by
Israel and the United States, be available for advanced weapons
systems, of which not to exceed 26.3 percent shall be available
for the procurement in Israel of defense articles and defense
services, including research and development: Provided further,
That the entire amount is designated by the Congress as an
emergency requirement pursuant to section 251(b)(2)(A) of the
Balanced Budget andEmergency Deficit Control Act of 1985, as
amended: Provided further, That the entire amount provided shall be
available only to the extent that an official budget request that
includes designation of the entire amount as an emergency requirement
pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency
Deficit Control Act of 1985, as amended, is transmitted by the
President to the Congress; Provided further, That notwithstanding any
other provision of this Act, not to exceed $1,513,000,000 of the funds
appropriated for Israel under this heading in title III shall be
disbursed within 30 days of enactment of this Act.
