    The Committee on Rules, having had under consideration 
House Resolution 348, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                  summary of provisions of resolution

    The resolution provides for the disagreement by the House 
on the Senate amendment to the bill, H.R. 2990, the Quality 
Care for the Uninsured Act of 1999, and the agreement by the 
House to the conference requested by the Senate thereon.
