WAIVING POINTS OF ORDER AGAINST THE CONFERENCE REPORT TO ACCOMPANY H.R. 
   2606, FOREIGN OPERATIONS, EXPORT FINANCING, AND RELATED PROGRAMS 
                       APPROPRIATIONS BILL, 2000

 Mr. Diaz-Balart, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 307]

    The Committee on Rules, having had under consideration 
House Resolution 307, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                  SUMMARY OF PROVISIONS OF RESOLUTION

    The resolution waives all points of order against the 
conference report to accompany H.R. 2206, the ``Foreign 
Operations, Export Financing, and Related Programs 
Appropriations Bill, 2000,'' and against its consideration. The 
rule further provides that the conference report shall be 
considered as read.
    The waiver of all points of order includes a waiver of 
clause 8 of rule XXII (requiring a three-day layover of a 
conference report) because the conference report was not filed 
until Monday, September 27, and may be considered as early as 
Wednesday, September 29. Also, the waiver of all points of 
order includes a waiver of clause 9 of rule XXII (prohibiting 
matters not specifically committed to the conference from being 
included in the conference report).
