   Mr. Reynolds, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 281]

    The Committee on Rules, having had under consideration 
House Resolution 281, by a non-record vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                  summary of provisions of resolution

    The resolution provides for that it shall be in order at 
any time on Thursday, September 9, 1999, or on Friday, 
September 10, 1999, for the Speaker to entertain a motion that 
the House suspend the rules and adopt the concurrent resolution 
(H. Con. Res. 180) expressing the sense of Congress that the 
President should not have granted clemency to terrorists.
