   Mr. Solomon, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 567]

    The Committee on Rules, having had under consideration 
House Resolution 567, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

               brief summary of provisions of resolution

    The resolution waives all points of order against the 
conference report to accompany the bill, H.R. 4101, the 
``Department of Agriculture and Related Agencies Appropriations 
for Fiscal Year 1999'' and against its consideration. The rule 
provides that the conference report will be considered as read. 
The rule provides that H. Res. 551 (the rule on H.R. 4618, the 
Agriculture Disaster and Market Loss Assistance Act of 1998) is 
tabled.
