         ENGINEERING, AND DEVELOPMENT AUTHORIZATION ACT OF 1997

    Mr. Linder, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 125]

    The Committee on Rules, having had under consideration 
House Resolution 125, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

               brief summary of provisions of resolution

    The resolution provides for the consideration of H.R. 1271, 
the ``FAA Research, Engineering, and Development 
Authorization'' under an open rule. The rule provides one hour 
of general debate divided equally between the chairman and 
ranking minority member of the Committee on Science.
    The rule waives section 306 (prohibiting consideration of 
legislation within the Budget Committee's jurisdiction unless 
the Budget Committee reported it) of the Congressional Budget 
Act of 1974 against consideration of the bill.
    The rule makes in order the Committee on Science amendment 
in the nature of a substitute as an original bill for the 
purpose of amendment, with each section being considered as 
read. The rule also waives section 306 of the Congressional 
Budget Act of 1974 against the committee amendment in the 
nature of a substitute.
    Members who have preprinted their amendments in the Record 
prior to their consideration will be given priority in 
recognition to offer their amendments if otherwise consistent 
with House rules. Finally, the rule provides for one motion to 
recommit, with or without instructions.
