   Mr. Solomon, from the Committee on Rules, submitted the following

                       [To accompany H. Res. 409]

    The Committee on Rules, having had under consideration 
House Resolution 409, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

               brief summary of provisions of resolution

    The resolution provides for consideration of H.R. 3717, to 
prohibit the expenditure of federal funds for the distribution 
of needles or syringes for the hypodermic injection of illegal 
drugs, under a closed rule. The rule further provides two hours 
of debate in the House equally divided and controlled by 
Representative Wicker and an opponent.
    Finally, the rule provides one motion to recommit.
