          FOR THE COMMITTEE ON GOVERNMENT REFORM AND OVERSIGHT

    Mr. Dreier, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 326]

    The Committee on Rules, having had under consideration 
House Resolution 326, by a non-record vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

               brief summary of provisions of resolution

    The resolution provides for an exception from the 
limitation of clause 6(d) of rule X (relating to the limitation 
on subcommittees) on subcommittees for the Committee on 
Government Reform and Oversight. This resolution allows the 
Committee on Government Reform and Oversight to increase its 
number of subcommittees from seven to eight for the remainder 
of the 105th Congress.
    Clause 6(d) of rule XI limits House committees to no more 
than five subcommittees with certain noted exceptions: 
Appropriations--13; Government Reform and Oversight--7; and 
Transportation and Infrasctructure--6.
    The Rules Committee notes that during the process of 
eliminating and consolidating committees at the beginning of 
the 104th Congress, the Committee on Government Reform and 
Oversight absorbed the jurisdiction of other committees. 
Waivers of the subcommittee limitation were at that time built 
into the rule.
    Because of the strong interest in the census among Members 
on both sides of the aisle in Congress, and in the executive 
branch, there is a need for a census subcommittee on the 
Government Reform and Oversight Committee.
