    Mr. Dreier, from the Committee on Rules, submitted the following

                       [To accompany H. Res. 101]

    The Committee on Rules, having had under consideration 
House Resolution 101, by a record vote of 9 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

               brief summary of provisions of resolution

    The resolution provides for the consideration of House 
Resolution 91, ``Providing Amounts for the Expenses of Certain 
Committees of the House of Representatives in the One Hundred 
Fifth Congress'' under a modified closed rule.
    The rule provides that it shall be in order to consider in 
the House H. Res. 91 without the intervention of any point of 
order. It provides that the Committee on House Oversight 
amendment in the nature of a substitute now printed in the 
resolution shall be considered as adopted. It provides one hour 
of debate equally divided and controlled by the chairman and 
ranking minority member of the Committee on House Oversight.
    The rule provides the further amendment specified in this 
report, if offered by a Member designated in the report, shall 
be in order without the intervention of any point of order, and 
shall be debatable for the time specified in this report 
equally divided and controlled by the proponent and an 
opponent. Finally, the rule provides one motion to recommit.

Representative Waxman that would prohibit the payment of funds 
under this resolution for the expenses of the Committee on 
Government Reform and Oversight (1) unless the scope of an 
investigation by the Committee of 1996 Federal election 
campaigns includes an investigation of illegal and improper 
activities in connection with such campaigns (Senate scope); 
(2) for subpoenas issued unilaterally in connection with such 
committee investigation, and (3) unless confidential or 
privileged information obtained in the investigation is 
maintained as nonpublic documents except insofar as pertinent 
and appropriate for use in open session of the Committee.

amendment made in order by the rule for house resolution 91--committee 
                                funding

    Thomas (CA)--The amendment will add a new section 8 to the 
Resolution, requiring an offset, by reduction in expenses of 
other legislative branch activities, for aggregate expenses of 
committees in the 105th Congress that exceed the aggregate 
amount of funds appropriated for committee expenses in the 
104th Congress.

The Amendment To Be Offered by Representative Thomas of California or a 
            Designee, Debatable for Not To Exceed 30 Minutes

    Add at the end the following new section:

SEC. 8. OFFSET OF INCREASE IN COMMITTEE EXPENSES.

    Any net increase in the aggregate amount of expenses of 
committees for the One Hundred Fifth Congress pursuant to the 
authorization provided by this resolution over the aggregate 
amount of funds appropriated for the expenses of committees for 
the One Hundred Fourth Congress shall be offset by reductions 
in expenses for other legislative branch activities.
