Res. 101] The Committee on Rules, having had under consideration House Resolution 101, by a record vote of 9 to 4, report the same to the House with the recommendation that the resolution be adopted. brief summary of provisions of resolution The resolution provides for the consideration of House Resolution 91, ``Providing Amounts for the Expenses of Certain Committees of the House of Representatives in the One Hundred Fifth Congress'' under a modified closed rule. The rule provides that it shall be in order to consider in the House H. Res. 91 without the intervention of any point of order. It provides that the Committee on House Oversight amendment in the nature of a substitute now printed in the resolution shall be considered as adopted. It provides one hour of debate equally divided and controlled by the chairman and ranking minority member of the Committee on House Oversight. The rule provides the further amendment specified in this report, if offered by a Member designated in the report, shall be in order without the intervention of any point of order, and shall be debatable for the time specified in this report equally divided and controlled by the proponent and an opponent. The Amendment To Be Offered by Representative Thomas of California or a Designee, Debatable for Not To Exceed 30 Minutes Add at the end the following new section: SEC. 8. OFFSET OF INCREASE IN COMMITTEE EXPENSES. Any net increase in the aggregate amount of expenses of committees for the One Hundred Fifth Congress pursuant to the authorization provided by this resolution over the aggregate amount of funds appropriated for the expenses of committees for the One Hundred Fourth Congress shall be offset by reductions in expenses for other legislative branch activities.
