    Mr. Dreier, from the Committee on Rules, submitted the following

    The Committee on Rules, having had under consideration 
House Resolution 411, by a non-record vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

               brief summary of provisions of resolution

    The resolution provides for the consideration in the House 
of H.J. Res. 175, making further continuing appropriations for 
fiscal year 1996, and for other purposes. The joint resolution 
is modified by striking Title II. The rule provides for one 
hour of debate equally divided between the chairman and ranking 
minority member of the Appropriations Committee. The rule 
orders the previous question to final passage without 
intervening motion except one motion to recommit which, if 
containing instructions, may only be offered by the Minority 
Leader or his designee.
