AUTHORIZING THE SPEAKER TO DECLARE RECESSES SUBJECT TO THE CALL OF THE 
   CHAIR AND WAIVING A REQUIREMENT OF CLAUSE 4(b) OF RULE XI AGAINST 
         CERTAIN RESOLUTIONS REPORTED BY THE COMMITTEE ON RULES

    Ms. Pryce, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 330]

    The Committee on Rules, having had under consideration 
House Resolution 330, by a record vote of 8 to 4, report the 
same to the House with the recommendation that the resolution 
be adopted.

               brief summary of provisions of resolution

    The resolution authorizes the Speaker to declare recesses 
subject to the call of the Chair on calendar days Friday, 
January 5, 1996 through Tuesday, January 9, 1996 and during 
three day periods thereafter until calendar day Tuesday, 
January 23, 1996.
    The resolution further waives clause 4(b) of rule XI 
(requiring a \2/3\ vote to consider a rule on the same day it 
is reported from the Committee on Rules) against certain 
resolutions reported by the Rules Committee before calendar day 
Wednesday, January 24, 1996.
    The waiver of clause 4(b) of rule XI applies to special 
rules providing for consideration or disposition of any 
measures, amendments thereto, conference reports thereon, or 
amendments reported in disagreement from a conference (1) 
making general appropriations for the fiscal year 1996; (2) 
including provisions making further continuing appropriations 
for fiscal year 1996; (3) including provisions increasing or 
waiving the public debt limit under section 3101(b) of title 
31, United States Code; or (4) providing for a balanced budget 
by 2002.
