  Pursuant to clause 7 of rule XII of the Rules of the House of

specific powers granted to Congress in the Constitution to enact the

       The First Amendment guarantees both free speech and the 
     free exercise of religion.
       The Free Speech Fairness Act restores these fundamental 
     liberties to churches and nonprofits.

     Constitution.

     authorities that are directly discernible from the text. 
     Additionally, the Preamble to the Constitution provides 
     support of the authority to enact legislation to promote the 
     General Welfare.
