JACKIE SPEIER of california in the house of representatives Friday, April 15, 2016 Ms. SPEIER. Mr. Speaker, I rise to recognize Julie Borden, a great community leader, who is being honored as Citizen of the Year by the Associated Parents Group of Hillsborough, California. From the moment she moved to our town in 1995, she immersed herself in all aspects of our schools and greater community. She is an extraordinary role model, selfless advocate and a tireless volunteer. She is also a devoted mother, wife and, I am grateful to say, a good friend. Julie and her husband of 29 years, Jim, have three children--Elaine, Craig and Mary--who all were students in Hillsborough schools. Julie served on the West and Crocker Parent Group Executive Boards as New Family Liaison, Parent Campaign Co-Chair, and Hillsborough Schools Foundation President. Her youngest daughter, Mary, and my daughter were in the same class at Crocker and more recently, Mary interned in my Congressional Office in Washington, DC. In 2005, Julie was elected to the Hillsborough City School District Board of Trustees where she served for four years. She returned in 2011 for seven months to fill a vacancy on the board. Julie has also volunteered countless hours and her boundless energy on the Hillsborough Recreation Commission, the San Mateo High School Foundation, Stand By Our Schools Committee to Safeguard Our School, the San Mateo Union High School District Budget Advisory Committee and the Measure B School Bond Committee. Julie's involvement in our schools over the years was steadfast and effective, but she would always give credit to the collective and stress that all successes were the result of everyone's effort. She is a true team player. Julie has always been extremely active in the community and has served on the Task Force for a Sustainable Hillsborough, the Citizens Communication Advisory Committee, the National Charity League and the Hillsborough Auxiliary to Peninsula Family Services. Julie was born and raised in Menlo Park and attended Menlo-Atherton High School. She earned her Bachelor's degree in Geography from UC Santa Barbara and her Master's degree in Computer Cartography from Oregon State University. For the following 15 years, Julie made her career creating maps and even started her own company which she sold when she decided to focus her energy on her family and to raise her three children. Mr. Speaker, Julie Borden is a shining example of a model citizen and an inspiration to others. I can't think of a more deserving person to be named 2016 Hillsborough Citizen of the Year. ____________________
