DAVID D. PHELPS of illinois in the house of representatives Wednesday, May 10, 2000 Mr. PHELPS. Mr. Speaker, today I recognize and congratulate one of my district's marching bands. The Gallatin County Marching Hawks from Gallatin County High School in Junction, IL recently won second place in the Cherry Blossom Festival in Washington, D.C. They competed against fifteen other bands from the state of Illinois.
