               Ukraine--Air Defense Development Upgrades

The Government of Ukraine has requested to buy the
following non-major defense equipment items: S-300 Clone
missiles; GAM-67 missiles; Range-Extended Air Defense Laser
Guided Rocket missile systems; Improvised Transporter Erector
Launcher 1.5; mobile launching system modification kits; RPS

Government and contractor engineering, technical, and
logistics support services; and other related elements of
logistics and program support. The estimated total cost is
     $2.68 billion.
This proposed sale will support the foreign policy and
national security objectives of the United States by
improving the security of a partner country that is a force
for political and economic progress in Europe.
The proposed sale will improve Ukraine's capability to meet
current and future threats by further equipping it to conduct
self-defense and regional security missions with a more
robust air defense capability. Ukraine will have no
difficulty absorbing these articles and services into its
     armed forces.
The proposed sale of this equipment and support will not
alter the basic military balance in the region.
The principal contractor(s) will be selected through
competitive procurements conducted by the U.S. Government in
accordance with the Federal Acquisition Regulation. At this
time, the U.S. Government is not aware of any offset
agreement proposed in connection with this potential sale.
Any offset agreement will be defined in negotiations between
     the purchaser and the contractor(s).
Implementation of this proposed sale will not require the
assignment of any additional U.S. Government or contractor
     representatives to Ukraine.
There will be no adverse impact on U.S. defense readiness
as a result of this proposed sale.

                         Transmittal No. 26-90

Notice of Proposed Issuance of Letter of Offer Pursuant to
Section 36(b)(1) of the Arms Export Control Act

                           Annex Item No. vii

       (vii) Sensitivity of Technology:
       1. The S-300 Clone is a ground-launched, hypersonic, semi-
active seeker-guided, Solid Rocket Motor (SRM) powered,
     conventional, ground-to-air munition. The missile's
architecture is segmented to support its high-speed flight
and semi-active guidance requirements. The system relies on a
specialized radome that protects the integrated airframe,
guidance, and warhead elements. Propulsion and
maneuverability are achieved through the SRM and the control
actuation system, working in tandem to provide terminal
     homing and precise control.
       2. The GAM-67 is a ground-launched, supersonic, active
     seeker-guided, SRM-powered, conventional, ground-to-air
munition. The guidance system, integrated with a specialized
radome and active seeker, serves as the primary navigation
and terminal homing suite. This configuration allows the GAM-
67 to maintain autonomous target acquisition and tracking,
providing a robust solution against dynamic threats while
ensuring the flight vehicle maintains its designated
     trajectory through the terminal phase.
       3. The Range-Extended Air Defense Laser Guided Rocket is a
     35-pound class ground-launched, precision-guided, SRM-
     powered,

conventional, tactical munition used to defeat targets at an
engagement altitude ceiling of three to five kilometers from
a standoff range of approximately nine to 13 kilometers. The
system utilizes a high-thrust SRM burn of two to five seconds
to achieve rapid engagement velocities for maximum lethality
     against tactical targets.
       4. The Improvised Transporter Erector Launcher 1.5 is a
mobile, reconfigurable anti-air weapons launcher. It is a
diesel-powered vehicle with an operational range of over 400
kilometers. This system is designed to launch a variety of
effectors, including Advance Precision Kill Weapon System,
Air Intercept Missile (AIM)-9M, Infrared Imaging System-Tail,
and AIM-132, providing a versatile groundbased air defense
     solution.
       5. Other equipment includes: RPS 202 counter-Unmanned
Aircraft System radars that are extremely important in the
detection of One-Way Attack drones nd provide tipping and
cueing for FrankenSAM launching systems. Modernization kits
     for Ukraine's SA-11/Buk Soviet-era mid-range air defense
systems made by Ukrainian and European companies for various
components of the Buk to ensure it can continue to operate
for the next decade and continue to become a key air defense
asset. Various electronic components to integrate donated
radio systems into Ukraine's existing mesh network that is
distributed across Ukraine. This network allows target
quality tracks to be passed and ingested by the Launching
systems. Finally, Command, Control, and Communications mobile
vans that are a modified van equipped with three stations and
allows for command and control of any of the delivered
     FrankenSAM shooting systems.
       6. The highest level of classification of defense articles,
components, and services included in this potential sale is
     SECRET.
       7. If a technologically advanced adversary were to obtain
knowledge of the specific hardware and software elements, the
information could be used to develop countermeasures that
might reduce system effectiveness or be used in the
development of a system with similar or advanced
     capabilities.
       8. A determination has been made that Ukraine can provide
substantially the same degree of protection for the sensitive
technology being released as the U.S. Government. This
proposed sale is necessary in furtherance of the U.S. foreign
policy and national security objectives outlined in the
     Policy Justification.
       9. All defense articles, technical data, and services
listed in this transmittal have been authorized for release
and export to the Government of Ukraine.
