          MEASURES READ THE FIRST TIME--S. 5438 and H.R. 9576

  Ms. LUMMIS. I understand that there are two bills at the desk, and I 
ask for their first reading en bloc.
  The PRESIDING OFFICER. The clerk will read the bills by title for the 
first time.
  The senior assistant executive clerk read as follows:

       A bill (S. 5438) to ratify and approve all authorizations, 
     permits, verifications, extensions, biological opinions, 
     incidental take statements, and any other approvals or orders 
     issued pursuant to Federal law necessary for the 
     establishment and administration of the Coastal Plain oil and 
     gas leasing program, and for other purposes.
       A bill (H.R. 9576) to establish the National Fraud 
     Enforcement Division of the Department of Justice.

  Ms. LUMMIS. I now ask for a second reading, and I object to my own 
request, all en bloc.
  The PRESIDING OFFICER. Objection having been heard, the bills will 
receive their second reading on the next legislative day.
