                        ARMS SALES NOTIFICATION

  Mr. RISCH. Mr. President, section 36(b) of the Arms Export Control 
Act requires that Congress receive prior notification of certain 
proposed arms sales as defined by that statute. Upon such notification, 
the Congress has 30 calendar days during which the sale may be 
reviewed. The provision stipulates that, in the Senate, the 
notification of proposed sales shall be sent to the chairman of the 
Senate Foreign Relations Committee.
  In keeping with the committee's intention to see that relevant 
information is still available to the full Senate, I ask unanimous 
consent to have printed in the Record the notifications that have been 
received. If the cover letter references a classified annex, then such 
an annex is available to all Senators in the office of the Foreign 
Relations Committee, room SD-423.

       Please find enclosed the following notification from the 
     Department of State.
       Department Notification Number: RSAT 26-1D.
       Pursuant to the reporting requirements of Section 
     36(b)(5)(C) of the Arms Export Control Act (AECA), as 
     amended, we are forwarding Transmittal No. 26-1D. This 
     notification relates to enhancements or upgrades from the 
     level of sensitivity of technology or capability described in 
     the Section 36(b)(1) AECA certification 21-46 of February 8, 
     2022.

     Report of Enhancement or Upgrade of Sensitivity of Technology 
         or Capability (Sec. 36(b)(5)(C), AECA)
       (i) Prospective Purchaser: Government of Jordan.
       (ii) Sec. 36(b)(1), AECA Transmittal No.: 21-46; Date: 
     February 8, 2022; Implementing Agency: Army.
       Funding Source: Foreign Military Financing.
       (iii) Description: On February 8, 2022, Congress was 
     notified by congressional certification transmitta1 number 
     21-46 of the possible sale, under Section 36(b)(1) of the 
     Arms Export Control Act, of one hundred fourteen (114) Guided 
     Multiple Launch Rocket System (GMLRS) Unitary High Explosive 
     (HE) Tri-Mode Fuze (GMLRS-U) (M31) rockets; and one hundred 
     fourteen (114) Reduced Range Practice Rockets. Also included 
     were support equipment; publications and technical data; 
     personnel training and equipment; systems integration 
     support; U.S. Government and contractor engineering technical 
     and logistics support services; and other related elements of 
     logistics and program support. The estimated total value was 
     $70 million. Major Defense Equipment (MDE) constituted $50 
     million of this total.
       This transmittal notifies the inclusion of the following 
     MDE items: up to sixteen (16) GMLRS M31A2 Unitary HE Pods. 
     The following non-MDE items will also be included: support 
     equipment; publications and technical data; personnel 
     training and equipment; systems integration support; U.S. 
     Government and contractor engineering and logistics personnel 
     services; other related elements of logistics support; 
     missile canisters; and test equipment. The estimated total 
     value of the new items is $75 million. The estimated MDE 
     value will increase by $65 million to a revised $115 million. 
     The estimated non-MDE value will increase by $10 million to a 
     revised $30 million. The estimated total case value will 
     increase by $75 million to a revised $145 million.
       (iv) Significance: This notification accounts for requested 
     additional MDE and non-MDE items not included in the original 
     notification. The inclusion of this MDE represents an 
     increase in capability over what was previously notified. The 
     proposed sale will support Jordan's capability to meet 
     current and future threats on its borders, provide greater 
     security for its economic infrastructure, and provide a long-
     range precision artillery support capability that will 
     significantly improve U.S.-Jordan interoperability to 
     facilitate the defense of vital installations.
       (v) Justification: This proposed sale will support the 
     foreign policy and national security of the United States by 
     helping to improve the security of a major non-NATO ally that 
     is an important force for political stability and economic 
     progress in the Middle East.
       (vi) Sensitivity of Technology: The Sensitivity of 
     Technology Statement contained in the original notification 
     applies to items reported here.
       The highest level of classification of defense articles, 
     components, and services included in this potential sale is 
     SECRET.
