  SA 6761. Mr. KENNEDY submitted an amendment intended to be proposed 
by him to the bill S. 4668, to protect the name, image, and likeness 
rights of, and provide protections for, student athletes and to promote 
fair competition among intercollegiate athletics, and for other 
purposes; which was ordered to lie on the table; as follows:
       At the end of section 118, add the following:
       (e) Rule of Construction.--Nothing in this Act may be 
     construed to absolve an intercollegiate athletic association, 
     a conference, or an institution of any liability incurred 
     before, on, or after the date of the enactment of this Act.
